How to Hire in Kuwait: Employer Guides by Role
The Kuwait hiring market
Kuwait's labour market is split sharply between a public sector that employs most Kuwaiti nationals and a private sector staffed largely by expatriates. Oil and gas (through Kuwait Petroleum Corporation and its subsidiaries), construction, banking, retail, healthcare and education account for most professional hiring, almost all of it in and around Kuwait City.
Government policy has been reducing the overall share of expatriates and tightening some residency categories, so employers recruiting from abroad should check current eligibility for the specific occupation, age and qualification before making an offer. Hiring candidates already resident in Kuwait who can transfer their residency is often faster.
Work permits and residency
Private-sector work permits are issued by the Public Authority for Manpower (PAM), and residency is handled by the Ministry of Interior. Employment is governed by the private-sector Labour Law, which sets the rules on contracts, leave and end-of-service indemnity. Degrees and professional certificates generally need attestation, and some occupations require a recognised qualification for the permit to be approved.
Licensed professions follow their own regulator, for example the Ministry of Health for healthcare staff and the Kuwait Society of Engineers for engineering titles. The role guides below explain what applies to each job.
Kuwaitisation
Kuwaitisation has historically focused on the public sector, where many roles are reserved for nationals. In the private sector it works mostly through sector-specific requirements and incentives for employing Kuwaitis rather than one universal quota, with targets tightening over time. Check the current requirement for your activity with PAM before planning headcount.
Sourcing candidates in Kuwait
Most private-sector roles in Kuwait are filled from the resident expatriate pool, through job boards, referrals within professional communities and recruitment agencies, and transfers of residency between employers are common. When recruiting from abroad, confirm that the candidate's degree can be attested and that the occupation is open to new expatriate permits before you make an offer, because those checks are where most delays happen.
Rules on permits and nationalisation change often. Each role guide below lists its sources and the date they were checked; confirm current requirements with the authority named before you hire.
