Who hires DevOps engineers in Kuwait and what the job looks like

DevOps hiring in Kuwait follows the money spent on digital channels. Banks are the largest group: National Bank of Kuwait, Kuwait Finance House, Gulf Bank and Boubyan Bank all run mobile apps and online banking platforms that need continuous delivery, monitoring and tight security. Telecom operators such as Zain, Ooredoo Kuwait and stc Kuwait need engineers for both customer-facing platforms and internal systems. Delivery, e-commerce and retail groups, along with system integrators working on government projects, make up most of the remaining demand.

The title covers a broad range of work, so be precise about which kind you need:

• Platform and cloud engineers who build and run Kubernetes clusters, infrastructure as code and CI/CD pipelines.
• Site reliability engineers focused on monitoring, incident response and service-level objectives for production apps.
• DevSecOps engineers who embed scanning, secrets management and compliance controls into the delivery pipeline, a common ask in banking.
• Infrastructure generalists in smaller firms who handle servers, networks, backups and pipelines all at once.

Two local realities shape the role. First, hybrid infrastructure is the norm. Regulated firms often keep core systems in their own data centres or in local cloud regions and use public cloud for less sensitive workloads, so engineers who only know one hyperscaler's console can struggle. Second, much of the delivery work is shared with vendors. The visa route for a DevOps hire: PAM, Article 18 and the Civil ID

The starting point is your employer file at the Public Authority for Manpower (PAM); the permit is issued under the occupation you register. Note that a DevOps engineer is often registered under a software or IT title rather than an engineering one. If you want to use an engineer-titled occupation, check with PAM what that implies for degree accreditation before you file, because engineer titles can trigger extra steps.

After PAM, the Ministry of Interior grants residency following the medical exam and fingerprinting, and the Public Authority for Civil Information (PACI) issues the Civil ID. Plan system access around the Civil ID: some bank-grade identity checks and VPN tokens assume the employee already has one.

For a candidate who already lives in Kuwait and works for another private firm, a PAM-controlled transfer of the Article 18 residence avoids the overseas entry steps. Confirm with PAM that the transfer is possible in that case, because the conditions are not fixed and can change.

There is no single state licence for an in-house DevOps engineer, so screening is your job. Focus on:

• An attested degree. Computer science, IT, computer engineering or a related subject. The degree is needed for the work permit file and should match the occupation you register.
• Cloud and platform certifications. AWS, Azure, Google Cloud, Kubernetes (CKA or CKAD) and HashiCorp certifications are useful evidence of hands-on work. None of them is required by law, and some excellent engineers have none.

• A design conversation. Describe a realistic scenario, such as a mobile banking API that must stay inside a local data centre while the marketing site runs in public cloud, and ask the candidate to sketch the deployment, monitoring and secrets approach. Listen for trade-offs, not product names.
• A debugging exercise. Hand over logs and metrics from a failed deployment and ask what they would check first. Strong candidates narrow the problem quickly and say what they would communicate to stakeholders while they work.

• Permit and residency costs. The employer covers the PAM permit, residency processing, the medical test and the Civil ID.
• Medical insurance. Expat residency carries a health insurance requirement, and private cover is standard in tech and banking packages.
• Allowances and an annual ticket. Common in Kuwait as market practice; not mandated by law.
• On-call and overtime. If the engineer will carry a pager, agree in writing how on-call time and call-outs are compensated, and check the overtime rules with PAM.
• Training and certifications. Cloud certifications expire and platforms change quickly. A modest learning budget is one of the cheapest retention tools you have.
• End-of-service indemnity. Law No. 6 of 2010 sets this out in Articles 51 and 53, the second of which reduces the amount on resignation. We have not checked the exact formula; get PAM or your lawyer to confirm it and accrue it monthly as a growing liability.

The law also sets sick leave each year at 15 days fully paid, followed by 10 days at 75%, 10 at 50%, 10 at 25% and a further 30 unpaid. Maternity leave is 70 days on full pay. Confirm annual leave and notice periods with PAM. • Regional boards. Post on MenaJobs, Bayt, GulfTalent and Naukrigulf with an honest description of the stack and the on-call expectations.
• Referrals. Kuwait's engineering circles are small. Ask your developers and vendors who they trust.
• Kuwaiti graduates. Kuwait University and PAAET produce IT and engineering graduates who can grow into junior platform roles.
