Who hires electrical engineers in Kuwait

Electrical engineers are needed wherever Kuwait builds, cools or produces something. The biggest sources of demand are:

• Oil, gas and petrochemicals. Kuwait Oil Company, Kuwait National Petroleum Company, Kuwait Integrated Petroleum Industries Company and their contractors need engineers for power distribution, motors, hazardous-area equipment, protection systems and maintenance.
• Contracting and MEP. Building and infrastructure contractors and specialist MEP firms hire for design, installation, testing and commissioning on towers, hospitals, malls, housing projects and infrastructure.
• Consultants. Design and supervision consultants employ electrical engineers to produce designs, review contractor submittals and supervise sites on behalf of clients.
• Facilities management. Large buildings, hospitals and campuses need engineers who keep power, standby generation, lighting and low-current systems running.
• Utilities and power projects. Power generation and distribution is largely a government domain under the Ministry of Electricity, Water and Renewable Energy, but private contractors and suppliers carry out much of the construction and maintenance work.

The working environment is distinctive. Summer heat puts heavy loads on electrical systems, and air-conditioning dominates demand in buildings, so engineers spend a lot of time on load calculations, cable derating, cooling of panels and reliability. Projects must satisfy the requirements of the electricity authority before connection, and contractors work with consultants who check every submittal. Candidates who have taken designs through local approval and inspection have a real edge over those who have only worked elsewhere.

Work permit for an electrical engineer: PAM, Article 18 and the Civil ID

An expat electrical engineer working for a private company in Kuwait holds an Article 18 residence, which is sponsored by and tied to that employer. Your company file with the Public Authority for Manpower (PAM) is the starting point, and the permit is issued under the occupation you register.

Engineering titles carry an extra step. Engineering degrees are accredited through the Kuwait Society of Engineers (KSE), and that accreditation forms part of obtaining a work permit and residency with an engineer title. Confirm the current requirements with PAM and KSE before you file. If the degree cannot be accredited, the person may not be able to hold the title "engineer" on their permit, which affects their role and their standing on site.

After PAM, the Ministry of Interior issues residency following the medical and fingerprinting, and the Public Authority for Civil Information (PACI) issues the Civil ID. On construction and oil projects, site passes and client approvals often need the Civil ID, so an engineer without one may not be able to go to site.

Engineers already in Kuwait with another private employer can move to you through a PAM-controlled transfer of their Article 18 residence. Check with PAM whether the transfer is possible in each case and whether the engineering accreditation carries across.

Kuwaitisation and an electrical engineering hire

Kuwaitisation has been national policy for a long time and it is most visible in government entities, including the state utilities and many oil-sector posts. For private contractors and consultants, there is no published Kuwaitisation percentage you can calculate, and no simple formula for your engineering headcount. Ask PAM whether any requirement applies to your licensed activity before you plan expat engineering seats.

Clients can also matter. Oil-sector and government clients sometimes set expectations about national participation in their contracts. Read the tender documents carefully and ask the client, because that can affect how you staff a project even where general rules do not. Kuwaiti electrical engineering graduates are a real talent pool, especially for client-facing, approvals and coordination roles.

Credentials to verify for an electrical engineer in Kuwait

• KSE accreditation. Confirm with PAM and the Kuwait Society of Engineers what is needed for the engineer title and start early, as it depends on the degree and the university.
• Attested degree. The electrical or electrical and electronic engineering degree should be attested in the country of issue and in Kuwait.
• Project references. Ask for the projects the candidate worked on, their exact role and contacts who can confirm it. Design, site and commissioning experience are different skills.
• Software and standards. Ask about the design tools they use, such as ETAP, DIALux or AutoCAD, and the IEC or BS standards they have worked to.
• Safety training. For oil and gas or industrial work, check permit-to-work, lock-out tag-out and hazardous-area experience. Client-required safety courses are often needed before site access.
• Driving licence. Site-based engineers often need to drive; a Kuwaiti driving licence has its own eligibility rules, so check them rather than assuming.

Design, site or maintenance: matching the engineer to the job

"Electrical engineer" on a CV can mean very different careers, and hiring the wrong profile is the most common mistake employers in Kuwait make with this role.

• Design engineers in consultancies produce drawings, calculations and specifications. Test them on calculations, standards and how they respond to authority comments.
• Site engineers with contractors manage installation crews, subcontractors, materials and inspections. Test them on sequencing, quality checks, dealing with consultants and keeping a site safe.
• Testing and commissioning engineers energise and prove systems. Ask about test procedures, protection settings and handover documentation.
• Maintenance engineers in plants and facilities keep equipment running. Ask about preventive maintenance planning, fault finding and spare parts strategy.

Write the job title and the advert around the profile you need. A strong design engineer is not automatically a good site engineer, and the reverse is equally true.

Budgeting for an electrical engineer beyond pay

Electrical engineering pay in Kuwait varies by sector, with oil-sector contracts and consultancy design roles often at different levels from general contracting. • Permit, accreditation and residency costs. The PAM permit, KSE accreditation, residency processing, medical tests and Civil ID are usually paid by the employer.
• Insurance. Expat residency includes a health insurance component; most employers add private medical cover, and site roles may need additional accident cover.
• Allowances, transport and flights. Housing and transport allowances or a company car, plus an annual ticket, are common market practice rather than legal requirements.
• Site and safety costs. Personal protective equipment, client safety training and site pass procedures add cost and time.
• End-of-service indemnity. Law No. 6 of 2010 deals with this in Articles 51 and 53, with Article 53 covering the reduced amount on resignation. We have not verified the formula; confirm it with PAM or a lawyer and treat it as a liability that grows each year.

The law sets annual sick leave at 15 days on full pay, 10 days at 75%, 10 at 50% and 10 at 25%, then 30 days without pay. Maternity leave is 70 days on full pay. Check annual leave and notice requirements with PAM. The official weekend is Friday and Saturday, but construction and shutdown work often runs on other patterns, so put working days, rest days and overtime arrangements in writing and check the overtime rules with PAM.

Sourcing electrical engineers in Kuwait

• Engineers already in Kuwait. They know the local approval process and often already hold KSE accreditation. A PAM transfer of their Article 18 residence is usually the fastest route.
• LinkedIn. Search by project type and skills, such as substations, MEP design or oil and gas maintenance.
• Job boards. Post on MenaJobs, Bayt, GulfTalent and Naukrigulf with clear details on site or office, sector and accreditation support.
• Referrals. Site teams, consultants and suppliers know who delivers, and referrals are a strong channel in Kuwait's engineering community.
• Kuwaiti graduates. Kuwait University's College of Engineering and Petroleum, and PAAET for technician-level roles, are worth building relationships with.
• Specialist agencies. A licensed Kuwaiti agency can help with senior or niche roles, such as protection specialists or project managers.

From offer to site mobilisation

1. Conditional offer. Make it subject to KSE accreditation, PAM approval and document checks.
2. Accreditation file. Gather the attested degree, transcripts and other documents KSE requires.
3. PAM step. Apply for the work permit with the engineer title, or request a transfer for an engineer already in Kuwait.
4. Residency. The Ministry of Interior processes it after the medical and fingerprints.
5. Civil ID. Apply through PACI.
6. Client approval and site induction. Submit the CV to the consultant or client if the contract requires it, and arrange safety induction and site passes before the first site day.

Screening checklist for electrical engineer candidates in Kuwait

• Degree eligible for Kuwait Society of Engineers accreditation, or already accredited.
• Can explain load calculations and cable sizing for high ambient temperatures, including derating.
• Has taken designs or installations through local authority approval and inspection.
• Knows the difference between design, installation, testing and commissioning, and is honest about which they have done.

State whether you will support KSE accreditation and sponsor an Article 18 residence, and whether driving to site is expected. List the key standards and software, and ask applicants to include a project list with their exact role on each.

At interview, a short technical review works well: give a single-line diagram or a panel schedule with a few deliberate errors and ask the candidate to find them. It tests practical knowledge quickly and shows how carefully they work.
