How to Hire in the UAE: Employer Guides by Role
The UAE hiring market
The UAE is the most international labour market in the Gulf: the large majority of the private-sector workforce is expatriate, so most employers recruit from a mix of candidates already resident in the country and talent relocating from South Asia, the wider Middle East, Africa and Europe. Dubai and Abu Dhabi dominate demand, with Sharjah and the northern emirates offering lower-cost operations for back-office, logistics and manufacturing roles.
Because so many candidates are already in-country on a residence visa, a UAE vacancy typically draws a high volume of applications quickly. The practical challenge is rarely reach; it is screening for the right licence, notice period and visa status, and making an offer that stands up against packages that bundle housing, transport and annual flights.
Work permits and visas
Where your company is licensed decides who issues the permit. Mainland companies apply to the Ministry of Human Resources and Emiratisation (MOHRE) for the work permit and register the employment contract there; residence visas and Emirates ID then follow through the immigration authorities. Free-zone companies (for example in DMCC, JAFZA or the Abu Dhabi free zones) sponsor staff through their own free-zone authority instead, and DIFC and ADGM apply their own employment regulations.
Salaries for MOHRE-registered staff must be paid through the Wage Protection System (WPS), and end-of-service gratuity is owed under the UAE Labour Law. Regulated professions such as healthcare, engineering, law and teaching also need a licence from the relevant federal or emirate authority before the person can practise.
Emiratisation
Emiratisation is run by MOHRE together with the Nafis programme, which supports UAE nationals moving into private-sector jobs. Larger private companies have yearly targets for Emiratis in skilled roles, and smaller companies in designated sectors have their own hiring requirement. Shortfalls carry financial contributions, and MOHRE actively checks that Emirati hires are genuine roles paid through WPS. Each role guide below explains how the rule applies to that job.
Sourcing candidates in the UAE
Most UAE employers combine job boards with LinkedIn, referrals and specialist agencies for senior or licensed roles. Ask early about notice period and current visa status: a candidate on another company's visa needs a cancellation and new permit, while one on a family or golden visa can often start sooner. Emirati candidates can be reached through Nafis as well as open postings.
Rules on permits and nationalisation change often. Each role guide below lists its sources and the date they were checked; confirm current requirements with the authority named before you hire.
