How to Hire in Saudi Arabia: Employer Guides by Role
The Saudi hiring market
Saudi Arabia is the largest economy and job market in the GCC, and Vision 2030 giga-projects, tourism, entertainment, financial services and the regional-headquarters programme have widened demand well beyond oil and gas. Riyadh leads hiring, followed by Jeddah and the Eastern Province (Dammam, Khobar, Dhahran).
Unlike the UAE, a growing share of the talent pool is Saudi, and many roles are partly or fully reserved for nationals. Employers therefore plan every vacancy twice: can it be filled by a Saudi national, and if an expatriate is needed, does the company's Saudisation standing allow a new work visa?
Work permits, iqama and payroll
Employment is regulated by the Ministry of Human Resources and Social Development (MHRSD). Work permits, contract documentation and many employee services run through the Qiwa platform, while the resident identity (iqama) and exit/re-entry visas are handled by the Passports directorate (Jawazat) via Absher. Employers register staff with the General Organization for Social Insurance (GOSI) and report wages through Mudad, the wage-protection platform.
Many professions need accreditation before the person can work in the role: for example the Saudi Council of Engineers for engineers, the Saudi Commission for Health Specialties for healthcare workers and SOCPA for practising accountants. The role guides below name the body that applies to each job.
Saudisation (Nitaqat)
Nitaqat classifies each establishment into colour bands based on its share of Saudi employees relative to its activity and size. Higher bands get easier access to visas and government services; lower bands face restrictions on new expatriate visas and renewals. On top of the bands, specific occupations and activities carry their own localisation decisions, so the rule for an accountant differs from the rule for a sales manager. Thresholds are updated in phases, so check the current figures on Qiwa before planning headcount.
Sourcing candidates in Saudi Arabia
Saudi candidates are reached through job boards, LinkedIn, university career centres and the government employment platforms run with the Human Resources Development Fund (HADAF), which also funds training and wage support for some national hires. For expatriate roles, a candidate already in the Kingdom can usually move by transferring their iqama sponsorship through Qiwa, which is faster than recruiting from abroad.
Rules on permits and nationalisation change often. Each role guide below lists its sources and the date they were checked; confirm current requirements with the authority named before you hire.
