For senior, niche or licensed roles (doctors, nurses, specialist engineers) where you need a ready network, or when you can't spare the time to source. Use an agency licensed in your country — in the UAE, private recruitment agencies are licensed by MOHRE — and agree the fee, payment timing and replacement guarantee in writing before they send CVs.
