Product management is an emerging, scarce discipline in Oman, with demand concentrated in the digital arms of the banks (Bank Muscat, National Bank of Oman), the telecom operators (Omantel), the logistics champion Asyad Group, and OQ's digital initiatives. Vision 2040's digital-economy push is the structural driver.

For employers, true product managers - who own discovery, roadmap, metrics and delivery rather than project coordination - are thin on the ground locally, so the market leans on expatriate and regional talent. Omanisation applies, but genuine product expertise is hard to localise quickly, which keeps the door open for expatriate hires. Visa, Sponsorship & Omanisation

To hire an expatriate you must first secure a labour clearance (work permit) from the Ministry of Labour, then obtain an employment visa and a resident card (civil ID). Technology roles carry Omanisation obligations and junior product-adjacent seats are the most localisable; genuine product-management expertise is hard to localise quickly and remains open to expatriates, but verify the current ministerial decision and confirm your Omanisation ratio before applying for clearance.
