Second, professional bodies and certifications that carry weight: SPE (Society of Petroleum Engineers) membership, an MSc in petroleum engineering, and where relevant chartered status (e.g. CEng via a UK institution) for senior consultancy roles. For most operators, what matters most is verified field experience - reservoir simulation, drilling/completions design, production optimisation - plus HSE certification and GCC or LNG-feed experience. The rule that most changes a petroleum engineer hire in Qatar is Law No. 12 of 2024, in force since 17 April 2025. It does not give you a ratio to hit. Instead it ranks candidates: Qatari nationals and the children of Qatari mothers come first, and an expatriate may be appointed only where none of them is suitable. The Ministry can go further through a Qatarisation plan that classifies employers and sets percentages by sector, but nothing calculable has been published for private employers yet; your MoL account is where a target would appear. QatarEnergy and petroleum-operations companies sit outside the law altogether.

Engineering is a field where the Qatari graduate pool is growing but still small next to demand, so documented advertising and a fair assessment of any Qatari applicant usually come before an expat appointment — not instead of one.

Sponsoring a Petroleum Engineer: Ministry of Labour and Ministry of Interior Steps

Bringing in a petroleum engineer from abroad runs through two ministries: Labour, which approves the recruitment and issues the work visa, and Interior, which handles the medical, fingerprints, residence permit and QID once the worker has arrived.
