Licensing and checks for an HSE manager in Bahrain

HSE management itself has no single state licence in Bahrain. If your HSE manager holds an engineering title and will practise as an engineer, for example signing off fire and life-safety design or engineering assessments, check whether registration with the Council for the Regulation of Practising Engineering Professions (CPEP) applies. For a purely managerial HSE role, the checks are about qualifications and evidence.

• NEBOSH certificate or diploma, IOSH membership, or equivalent recognised qualifications. Verify certificates with the awarding body.
• ISO 45001 or ISO 14001 lead auditor training if they will own your management system.
• Process safety exposure for operator roles: HAZOP participation, incident investigation methods, permit-to-work design.

Under the Labour Law for the Private Sector No. 36 of 2012, an HSE manager earns 30 days of paid annual leave a year. Plan cover carefully, since leave tends to cluster outside shutdown windows when the HSE lead must be on site. Sick leave in any year is 15 days on full pay, 20 on half pay and 20 unpaid. Maternity leave is 60 paid days, plus up to 15 more unpaid.

From March 2024 the end-of-service benefit for expat staff is paid through the Social Insurance Organization (SIO) rather than accrued solely by the employer. Common mistakes when hiring an HSE manager in Bahrain

1. Hiring certificates instead of judgement. A NEBOSH diploma is a baseline. Ask how they stopped a job and handled the pushback.
2. Mixing up construction and process safety. Refinery and smelter environments need permit-to-work and process-safety depth.
3. Ignoring the heat. Summer work planning is a core skill here, not a footnote.
4. Leaving out the client relationship. Contractor HSE managers are judged by the operator's audits. Check they have survived one.
5. No local successor. HSE departments are a natural place to develop Bahraini talent; failing to do so weakens your Bahrainisation position.
6. Overlooking the CPEP question. If the person will sign engineering work, confirm their registration needs first.

What a good HSE manager does in the first months

Use the probation period to see whether the hire changes behaviour on site rather than paperwork in the office. A capable HSE manager in Bahrain will usually start by walking every site and shift, including nights, and by talking to the expat crews in their own languages through supervisors or interpreters where needed. They will read the last few years of incident reports looking for repeated causes, not just counting lost-time injuries.

Next, expect a short list of high-risk activities with named owners: confined-space entry, hot work, lifting, working near live process equipment, and heat exposure in summer. They should check that permit-to-work is used as intended and that contractors are brought into the same system rather than running their own. Finally, they should build a relationship with the client's or operator's HSE team and with the Ministry of Labour inspectors, so that the first contact with either is not after an incident.
