An HSE manager job description in the GCC has to attract a genuinely qualified health, safety and environment leader while filtering out the much larger pool of safety officers and coordinators applying above their level. Role purpose

- Maintain emergency response, fire-safety and Dubai Civil Defence/authority readiness.
- Oversee environmental compliance, waste, emissions and sustainability reporting.
- Plan and deliver HSE training, audits, inspections and management-of-change.
- Report HSE performance, leading and lagging indicators, to leadership and the client.
- Manage a team of HSE officers/engineers and interface with subcontractor safety teams.
Requirements (must-have)
- NEBOSH qualification - the International General Certificate (IGC) as a minimum, with the NEBOSH International Diploma (IDip) strongly preferred (and often expected) for a manager-level role (state your minimum clearly).
- IOSH membership (e.g. Tech IOSH / Grad IOSH) and IOSH Managing Safely familiarity.
- Bachelor's degree (engineering, science, or occupational health & safety) - common at manager level.
- [8]+ years' HSE experience with [3]+ years in an HSE management/lead role in [your sector], ideally UAE/GCC.

Salary band and benefits
Salary: AED [X]-[Y] per month, commensurate with sector and experience. As a guide, HSE managers in the UAE typically earn around AED 20,000-40,000 per month, with senior QHSE Director/VP roles reaching AED 35,000-60,000+; oil and gas pays a premium over construction and general industry, and NEBOSH/IOSH credentials are reported to lift pay materially. Work authorisation and visa wording
This role is based in [emirate] on [site/operations]. We sponsor a residence visa and work permit; under UAE law the employer pays all visa and permit costs. For Dubai construction roles, Dubai Municipality safety-officer approval requires copies of HSE qualification certificates (NEBOSH, IOSH), so factor any approval time into the start date. Candidates with a transferable UAE residence visa can usually start sooner. The standard notice period in the UAE is 30-90 days, so factor your availability into your application.
Emiratisation note (use where relevant)
Depending on your sector, an HSE manager is a skilled role that may count towards your MOHRE Emiratisation obligations (50+ employee firms have phased national-hire targets; 20-49 firms in designated sectors have one/two-Emirati obligations). In oil and gas specifically, national-talent development is driven largely by Abu Dhabi/ADNOC programmes under Nafis. Where you intend to fill this role with a UAE national, say so: e.g. "This role is open to UAE nationals as part of our Emiratisation/national-talent commitment." Keep any such statement truthful, because MOHRE penalises fictitious Emiratisation.
Tips for Writing an HSE Manager JD That Converts
1. Lead with the sector and risk profile. An oil-and-gas process-safety lead, a construction-site HSE manager and a warehouse safety manager are different hires with different pay and qualifications. Naming the sector and risk profile in the title and first line is the highest-leverage edit you can make.
2. State the NEBOSH/IOSH bar precisely. "Safety qualification" is ambiguous. Specify the level: NEBOSH IGC as a minimum, NEBOSH International Diploma (IDip) strongly preferred/expected for a manager, and IOSH membership. The IDip is the credential that distinguishes a true HSE manager from a safety officer who has only done the IGC, so naming it screens out under-qualified applicants up front.
3. Note the Dubai Municipality approval where it applies. For Dubai construction, the safety lead typically needs Dubai Municipality safety-officer/practitioner approval, which is granted partly on the strength of NEBOSH/IOSH certificates. Stating it filters for candidates who already hold (or can obtain) it.
4. Make it a leadership role, not an audit role. The best HSE managers drive culture, not just paperwork. "Leads behavioural safety and a zero-incident culture" attracts a different - better - candidate than "maintains HSE files."
5. State a salary band. HSE pay varies widely by sector, so a visible AED range is the single most effective filter you can add. It deters mismatched applicants, signals seriousness, and reflects the oil-and-gas premium where it applies.
6. Scale the responsibilities to the seniority. A safety officer runs inspections and permits under supervision; an HSE manager owns the management system, leads investigations and manages a team; a QHSE director sets strategy across multiple sites. Listing director-level scope under a manager band - or vice versa - repels good candidates and attracts the wrong shortlist. Decide which profile you're hiring and prune the requirements so the post describes one job.
7. Make the sector and site basis explicit. State the emirate, the sector, and whether the role is site-based, operations-based or multi-site. Candidates weighing offers want to know up front, and ambiguity causes late-stage drop-off when logistics surface.
8. Require investigation depth, not just qualifications. A NEBOSH certificate proves knowledge; it does not prove the candidate can run a serious incident investigation to system-level root cause. State in the JD that the role owns incident investigation, root-cause analysis and lessons-learned, so candidates understand this is a working accountability rather than a paperwork function - and so your interview can probe real investigations they have led.
9. Name your client/operator HSE regime. Working to ADNOC or major-EPC HSE requirements is materially more demanding than generic compliance, and an HSE manager who has delivered to those standards is worth more. If your operations are governed by a specific operator's or client's HSE management system, name it - it both raises the bar for applicants and attracts the candidates who already meet it.
Common Mistakes That Sink HSE Manager Postings
Three patterns waste the most employer time. First, writing a vague "safety qualification required" line that lets IGC-only safety officers apply for a manager role: specify the NEBOSH International Diploma as the manager-level expectation and you screen out the under-qualified before they reach your inbox. Second, framing the role as audit-and-files administration rather than culture leadership: the best HSE managers change behaviour and use stop-work authority without flinching, and a JD that reads like a compliance-clerk post will attract exactly that and repel the leaders you actually want. Third, ignoring the sector premium and omitting the band - HSE pay ranges from roughly AED 20,000 to AED 60,000+ a month, with oil and gas paying well above construction and general industry, so a missing band both deters strong sector candidates and floods you with mismatched ones. Fixing these three before you post does more for shortlist quality than any sourcing effort afterwards.
