Saudi Arabia Work Visa Guide for Nepalis 2026: DFE, PDO & Iqama
Saudi Arabia is the single largest labour destination for Nepali migrant workers outside Nepal, hosting a community estimated at 600,000 Nepalis spread across Riyadh, Jeddah, Dammam, Mecca, Medina, and the Eastern Province's industrial cities. The corridor has been the backbone of Nepali outbound labour migration since the early 1990s, feeding Saudi Arabia's construction boom, private security sector, hospitality industry, and — more recently — Vision 2030 giga-projects such as NEOM, the Red Sea Project, and Qiddiya. If you are a Nepali passport holder considering work in the Kingdom, the pathway is well-mapped but heavily regulated on both sides of the journey.
The Saudi Visa Landscape for Nepali Nationals
Saudi Arabia issues Nepali work visas through the Saudi Embassy in Kathmandu (and in some cases the Saudi Embassy in New Delhi for specialised categories). Every visa is employer-sponsored under the Kafala framework, which has undergone major reform since 2021 — workers now enjoy contract mobility rights, wage protection through the Wage Protection System (WPS), and formal grievance mechanisms through the Musaned platform operated by the Ministry of Human Resources and Social Development (MHRSD). For Nepali nationals, the overall system remains one of the most predictable in the GCC, but it is also the most paperwork-heavy.
Home Country Pre-Departure Clearances
Foreign Employment Permit (DFE Permit)
Identical to the UAE process: a Nepali recruitment agency in Kathmandu routes a Saudi demand letter through the Department of Foreign Employment. The permit is mandatory and tied to a specific employer and job category. Saudi-bound DFE permits often take slightly longer than UAE permits because Saudi demand letters must be attested at the Nepali Embassy in Riyadh before DFE issues the permit.
Pre-Departure Orientation (PDO)
A two-day orientation accredited by the Foreign Employment Promotion Board is mandatory. Saudi-specific modules cover cultural adaptation in a conservative Islamic society, dress code expectations, the Musaned complaint system, the WPS payroll process, and the role of the Nepali Embassy in Riyadh for labour disputes. The PDO certificate is verified at Tribhuvan International Airport emigration.
GAMCA Medical Fitness Test
A GCC-Approved Medical Centre test is mandatory at designated clinics in Kathmandu. The test is stricter than for UAE applications — Saudi Arabia has lower thresholds for certain conditions and runs its own verification on the GAMCA database. A failed medical is final; there is no re-test at a different clinic.
Biometric Enrollment
Saudi Arabia has required biometric enrollment (fingerprints and photo) at VFS Tasheer centres in Kathmandu since 2022 for all work visa applicants.
Saudi Visa Categories Nepali Workers Use
Work Visa (Standard Block Visa)
The dominant route. Your Saudi employer obtains a block visa allocation from MHRSD, converts it into a named visa with the Nepali passport holder's details, and has it stamped at the Saudi Embassy in Kathmandu. On arrival, you undergo in-country medical, apply for an Iqama (residence permit), and receive work-authorization status. Total processing time: 4–6 weeks from offer to Iqama.
Domestic Worker Visa
Nepal-Saudi relations on domestic worker migration have gone through multiple pause-and-resume cycles. Current rules require Saudi households to hire only through Musaned-registered agencies in Nepal, with standardised contracts, a minimum wage set by bilateral agreement, and a cooling-off period before contract renewal. Female Nepali domestic workers have additional age and PDO requirements.
Contract and Project Visa
Large Saudi contractors bring Nepali workers in bulk for specific projects (typically NEOM, Red Sea Project, Qiddiya construction packages). These are 1–3 year visas tied to the project rather than a standalone Iqama.
Attestation Chain for Nepali Documents
- Ministry of Education Nepal (for degrees) or District Administration Office (for character certificates)
- MOFA Nepal, Tripureshwor
- Saudi Embassy in Kathmandu — attestation of your Nepali educational or personal documents
- Saudi MOFA — the final stamp after your arrival, applied by the employer's PRO or via the Absher platform
Processing Timeline
Budget 6–9 weeks end-to-end. Nepal-side: DFE permit, PDO, medical, biometrics, and Saudi Embassy stamping take 3–4 weeks. Saudi-side: block visa issuance, medical re-test, Iqama application, and Muqeem registration take another 3–4 weeks. Delays most commonly occur when the Saudi employer's block visa allocation has not been pre-approved by MHRSD.
Costs a Nepali Applicant Should Expect
Under Nepal's free-visa, free-ticket policy, the Saudi employer covers the visa stamping fee (approximately SAR 2,000), the one-way airfare, and the Iqama issuance fee for most categories. The Nepali worker typically pays: DFE permit fee (NPR 700), PDO fee (NPR 700), Foreign Employment Welfare Fund contribution (NPR 2,500), GAMCA medical test (NPR 7,500–9,000), biometric enrollment fee (NPR 2,000), and passport-related incidentals. Any agency in Nepal demanding more than NPR 10,000–15,000 in total service charges is operating outside the law.
Common Visa Rejection Reasons for Nepalis
Name mismatches between the Nepali passport and the school or institution certificate are the biggest cause of delay — an affidavit or Rajpatra (Nepal Gazette) notification may be needed. Unverified Saudi demand letters where the employer has not registered the demand on the Musaned platform are the second major cause. Failed GAMCA medicals (often for undetected hepatitis or TB) cannot be appealed. Incorrect job-category mapping (for example, a worker hired as a technician but visa-stamped as a general labourer) causes rejections at the Saudi Embassy.
Iqama: The Saudi Residence Permit
The Iqama is Saudi Arabia's residence and identity card — every legal foreign resident, including Nepalis, must carry it at all times. It is typically issued for 1 year and renewed annually by your employer, though the 2-year Iqama is now available in many categories. The Iqama is linked to the Muqeem government database, Absher e-services, and the WPS payroll system. A lost or damaged Iqama must be reported immediately through Absher or at a Jawazat office — fines apply for delayed reporting.
Family Sponsorship
Saudi Arabia allows Nepali residents earning at least SAR 4,000 per month (in skilled occupational categories) to sponsor a spouse and children. The sponsored family members' documents — marriage certificates, birth certificates — must go through the same full attestation chain. Domestic worker visa holders and some labour-category workers are generally not eligible for family sponsorship.
Remittance and Tax
Nepalis in Saudi Arabia collectively remit approximately USD 1.5 billion per year to Nepal — the single largest country-to-country inflow to Nepal alongside Qatar. Saudi Arabia has no personal income tax, so the full salary (minus Iqama renewal contributions and social security for some categories) is available for remittance. Licensed exchange houses (Al Rajhi Bank's remittance service, Enjaz, Tahweel) dominate the corridor. Informal hundi is illegal and carries significant penalties on both ends.
Labour Rights and Dispute Resolution
Post-2021 Kafala reforms mean Nepali workers can now: file a labour complaint through the Musaned platform, move to a new employer after a qualifying period (typically 1 year in the initial contract), and leave Saudi Arabia without the previous employer's exit permit in many categories. The Nepali Embassy in Riyadh and the Consulate General in Jeddah operate 24-hour helplines for Nepalis facing wage theft, passport withholding, or abuse. Labour attachés liaise directly with MHRSD for case escalation.
Role of the Nepali Missions
The Embassy of Nepal in Riyadh handles passport renewal, emergency travel documents, character certificate attestation, repatriation of bodies, labour complaints, and consular registration. The Consulate General of Nepal in Jeddah covers the Western Region including Mecca and Medina — particularly important for Nepalis working in Hajj and Umrah service industries. Authorised Nepali recruitment agencies have liaison officers in both Riyadh and Jeddah.
Salary Expectations for Nepali Workers in Saudi Arabia
Nepali security workers in Saudi Arabia earn SAR 1,200–2,200 per month basic, plus accommodation, food, and transport provided in kind or as allowance. Construction roles pay SAR 1,500–3,000 depending on trade and experience. Hospitality staff earn SAR 1,500–3,500. Skilled trades — welders, electricians, pipefitters, heavy equipment operators — earn SAR 2,500–5,500. Supervisory roles reach SAR 4,000–7,500. NEOM and Red Sea Project contractors pay premium rates (typically 15-25% above market) with better accommodation standards. Saudi Arabia has no personal income tax, though workers contribute a small share to the General Organisation for Social Insurance (GOSI) in some categories.
Vision 2030 Projects and Nepali Labour Demand
Saudi Arabia's Vision 2030 giga-projects — NEOM, Red Sea Project, Qiddiya, Diriyah Gate, AMAALA — have generated sustained demand for Nepali workers in construction, facilities management, security, and hospitality. Nepali recruitment agencies specialising in these projects work directly with Saudi tier-1 contractors (Saudi Binladin Group, ACC, Al Rajhi Construction, Bechtel Saudi, Drake & Scull). The Foreign Employment Promotion Board maintains an updated list of approved Saudi employers; Nepali workers should verify the employer is on this list before signing any contract.
