Saudi Arabia Work Visa Guide for Indians 2026: Embassy, Iqama & MEA
Indians are the largest expatriate professional community in Saudi Arabia, numbering approximately 2.6 million across the Kingdom — the single largest Indian community anywhere in the Gulf after the UAE. Concentrations are highest in Riyadh, Jeddah, Dammam, Al-Khobar, and Mecca. Indian nationals are heavily represented in construction, healthcare, retail, engineering, IT, oil & gas, and hospitality — across skill levels from specialist doctors and senior engineers to technicians, accountants, and retail supervisors. Saudi Arabia's Vision 2030 transformation and mega-projects like NEOM and the Red Sea Project have sustained strong Indian hiring demand over the past decade.
The Saudi Visa Landscape for Indian Nationals in 2026
Indian passport holders enter Saudi Arabia through a well-established and predictable process centred on the Saudi Employment Visa. Your Saudi employer secures a block visa quota from the Ministry of Human Resources and Social Development (HRSD), files your individual visa at the Ministry of Foreign Affairs (MOFA Saudi Arabia), and routes the stamping through the Royal Embassy of Saudi Arabia in New Delhi or the Consulate General in Mumbai. You travel on a single-entry work visa, undergo medical screening and biometrics, and receive your Iqama — the residence card that is the single most important document in Saudi Arabia.
This guide complements our general Saudi Arabia work visa guide and focuses on the India-specific steps: MEA attestation, PCC from Passport Seva Kendra, the Saudi e-visa portal Enjaz, and the Indian diplomatic missions in the Kingdom.
The MEA Attestation Chain for Indian Applicants
This is the step that derails more Indian applications than any other. Every educational certificate, marriage certificate, or birth certificate issued in India must pass through a strict four-stage chain before Saudi Arabia will recognise it. Skipping any link is the #1 cause of Saudi visa rejections for Indian applicants.
- Notary or SDM / State HRD authentication in India: Educational certificates are authenticated by the State Human Resources Department (HRD) of the issuing state, or by the Sub-Divisional Magistrate (SDM) in Delhi. Processing is 2–7 working days depending on the state. Maharashtra, Karnataka and Delhi are quick; Uttar Pradesh and West Bengal are slower.
- Ministry of External Affairs (MEA), New Delhi: Once state-authenticated, the certificate is attested by MEA. MEA has stopped walk-in applications; all submissions go through outsourced service providers (VFS Global, BLS International, Alankit, IVS Global). MEA issues an Apostille (for Hague countries) or regular attestation — Saudi Arabia requires regular attestation, NOT apostille.
- Royal Embassy of Saudi Arabia, New Delhi (or Consulate, Mumbai): The MEA-attested document is attested by the Saudi diplomatic mission. 2026 fees are approximately INR 2,500–5,500 per document. Processing is 3–7 working days.
- MOFA Saudi Arabia (final stamp): After arrival, your Saudi employer's PRO submits documents for the final MOFA stamp, typically via the Muqeem or Absher portals.
Documents requiring this full chain for Indian applicants: degree certificate (skilled visas), marriage certificate (spouse sponsorship), birth certificates (child sponsorship), and professional licences for medical, engineering, teaching and accounting roles.
Saudi Visa Categories Most Used by Indians
Standard Employment Visa (Iqama Route)
The mainstream Indian route. The Saudi employer obtains a block visa quota, files an individual visa application with MOFA Saudi, and the visa is stamped via Enjaz at the Saudi Embassy in New Delhi or Consulate in Mumbai. The Indian worker travels, undergoes medical fitness testing at a Gulf-Approved Medical Centre (GAMCA) — India has approximately 40 GAMCA-approved centres — and receives the Iqama within 30–90 days of arrival.
Premium Residency (Saudi Green Card)
Saudi Arabia's Premium Residency, launched 2019 and expanded 2024, offers Indian professionals permanent or renewable residence without a sponsor. Eligibility includes high-skill categories (PhD holders, specialist doctors, senior engineers), investors, and entrepreneurs. Popular among senior Indian executives in Riyadh and Jeddah.
Healthcare Roles (SCFHS)
Indian doctors, nurses, pharmacists and allied health professionals must register with the Saudi Commission for Health Specialties (SCFHS), pass the Prometric exam (held at DataFlow-verified centres in India), and obtain classification. Plan 3–6 months for full licensure on top of visa processing. The SCFHS route is one of the most common skilled pathways for Indian healthcare workers.
Family Visit and Dependent Visa
Indian Iqama holders can sponsor spouses and children on dependent visas, subject to salary thresholds. Family visit visas (short-term) are also widely used.
Police Clearance Certificate (PCC) from India
Most Saudi employers, especially in banking, healthcare, government-linked contractors, and security-sensitive roles, require a PCC from India. Apply at your local Passport Seva Kendra (PSK) before leaving India — PCC is valid 6 months and takes 7–30 days depending on the PSK queue and whether police verification is required. From inside Saudi Arabia, the Indian Embassy Riyadh or Consulate Jeddah can process PCC requests, but this takes 4–8 weeks because the file is forwarded back to India. Apply before you travel whenever possible.
The Indian Diplomatic Missions in Saudi Arabia
Two Indian missions serve the Kingdom: the Embassy of India, Riyadh (jurisdiction: central, eastern and northern regions including Riyadh, Dammam, Al-Khobar and Hail) and the Consulate General of India, Jeddah (jurisdiction: western region including Jeddah, Mecca, Medina, Taif, and Yanbu). Both handle passport renewals, PCC, Overseas Citizen of India (OCI) applications, attestation of India-issued documents, marriage registration, and emergency consular assistance. The Indian Workers Resource Centre (IWRC) in Riyadh offers a 24-hour helpline and legal aid for Indian workers in distress — a dedicated facility not available in every Gulf country.
Timeline and Costs
Realistic timeline: 4–6 weeks from offer to Saudi arrival, plus 2–4 weeks for Iqama issuance. MEA attestation should be done in parallel while the employer secures block visa quota. For Indians, end-to-end from accepting the offer to holding a valid Iqama is typically 6–10 weeks. Attestation package (degree + marriage + birth + PCC) runs INR 30,000–60,000 depending on service provider charges and number of documents.
Salary Expectations and the India–Saudi Arabia Remittance Corridor
Tax-free salaries are a major draw. A mid-level Indian IT professional earning ₹18–25 lakh per annum in Bengaluru or Pune typically earns SAR 12,000–20,000 per month (SAR 144,000–240,000 per annum) in Riyadh — broadly comparable to Dubai packages for similar roles. Senior Indian engineers, finance specialists and doctors routinely cross SAR 35,000/month. Specialist doctors at Saudi Ministry of Health and top private hospitals command significantly higher packages plus housing and schooling allowances.
The Saudi Arabia → India remittance corridor is the second largest in the world, with Indians in Saudi sending approximately USD 11 billion home annually through licensed operators (Al Rajhi Tahweel, STC Pay, Enjaz, Western Union Saudi, Tahweel Al Rajhi). NRE accounts with SBI, HDFC, ICICI, Federal Bank and Canara Bank can be opened directly from the Kingdom with your passport, Iqama and salary certificate.
Common Reasons Saudi Visas Get Rejected for Indians
The most frequent issues: (1) name mismatches between Indian passport and degree certificate (fix with a gazetted name affidavit); (2) missing state HRD authentication before MEA attestation; (3) submitting apostille instead of attestation — Saudi does not accept apostille; (4) SCFHS exam failure for healthcare roles; (5) expired PCC; and (6) failed GAMCA medical fitness test (Hepatitis B, TB, pregnancy disqualifying).
Key Takeaways for Indian Nationals
- Start MEA attestation the day you accept the offer — this is the single biggest timeline variable
- Apply for PCC at your home PSK before leaving India — valid 6 months, saves months later
- Submit regular attestation, NOT apostille — Saudi rejects apostille
- Budget INR 30,000–60,000 for a complete attestation package
- Register with the Indian Embassy Riyadh or Consulate Jeddah online after arrival
- UAE-style NRE/NRO banking works identically for Saudi-based Indians
- The Indian Workers Resource Centre (IWRC) in Riyadh is a key resource for disputes
