Emiratisation Hiring Plan

How many Emiratis do I need to hire, and how fast, to hit the next target?

How the hiring plan is calculated

We add your planned skilled hires to today's skilled headcount, take the target for the next MOHRE checkpoint (10% by 31 December 2026) and round up. Each new Emirati hire is skilled too, so we add hires one at a time until the Emiratis who count meet the target on the enlarged headcount. Months left run from today to the deadline; the pace is hires divided by whole months left, rounded up. Emiratis who don't count yet are excluded, and we show how many hires fixing them would save.

Frequently asked questions

How many Emiratis do I need to hire by 31 December 2026?

Companies with 50 or more employees need Emiratis in 10% of skilled jobs by 31 December 2026. Because every Emirati you hire into a skilled job also adds to your skilled headcount, the plan solves for the hires that make the target true on your future headcount — not just 10% of today's number.

Why do planned non-Emirati hires matter?

The target is a share of skilled jobs. If you add ten skilled expats before the deadline, your target goes up by one Emirati. Enter the growth you expect so the plan isn't short at the checkpoint.

Some of our Emiratis don't count. What should we do first?

Fix them first — it's usually cheaper than hiring. An Emirati counts only when paid at least AED 6,000 through WPS, registered for pension and social security, and in a skilled job. The plan shows how many new hires you save by making existing Emiratis count.

What about targets after 2026?

MOHRE has only published targets up to 31 December 2026. We'll extend the plan as soon as 2027 targets are announced; until then the plan stops at 10%.
