Emiratisation Fine vs Hiring Cost

Is it cheaper to pay the Emiratisation contribution or to hire?

Checked against MOHRE rules · reviewed 1 Oct 2026 · next review 15 Jan 2027

Enter your skilled headcount, Emiratis and planned salary. You'll see the estimated yearly contribution for your gap next to what hiring that gap would actually cost.

How the comparison is calculated

Your gap is the Emiratis needed for the next checkpoint (10% of skilled jobs by 31 December 2026, rounded up) minus those who count today. The contribution side is the gap times AED 108,000, the last confirmed rate. The hiring side is the gap times your monthly salary plus other monthly costs, times 12. Both are yearly figures.

Contribution vs hiring examples (as of 1 October 2026)

120 skilled, 6 Emiratis, higher payAED 10,0006AED 648,000AED 756,000
300 skilled, 20 EmiratisAED 7,00010AED 1,080,000AED 840,000

Contribution at AED 108,000 per missing Emirati (2025 rate). Hiring = salary + other monthly cost × 12.

Before you decide

  • Paying the contribution doesn't reduce next period's target.
  • The 2026 contribution amount isn't confirmed; the figure is an estimate.
  • MOHRE also weighs Emiratisation in your establishment classification, which affects work-permit fees.

Data Sources

  • MOHRE — Emiratisation targets (private sector, 50+ and 20–49 staff) (2026-10-01)
  • MOHRE — 2025 targets due 31 December; AED 108,000 per missing Emirati (2026-10-01)
  • MOHRE — Emiratisation targets for 20–49 staff companies in 14 sectors (2026-10-01)
  • MOHRE — Emirati minimum wage AED 6,000 from 1 January 2026 (2026-10-01)
  • MOHRE — Pension registration of Emirati employees mandatory to count (2026-10-01)
  • MOHRE — Establishment classification and work-permit fees (A/B/C) (2026-10-01)

Frequently asked questions

Is it cheaper to pay the Emiratisation fine than to hire?

+

Sometimes on paper, rarely in practice. The contribution was AED 108,000 per missing Emirati for 2025 — AED 9,000 a month — so an Emirati on AED 8,000 with no other costs costs less to hire. At higher salaries hiring can cost more, but paying the contribution doesn't move you closer to the target: the gap carries into the next checkpoint, and repeated non-compliance can affect your MOHRE classification and work-permit fees.

How much is the Emiratisation contribution in 2026?

+

MOHRE confirmed AED 108,000 per missing Emirati for the 2025 targets. The 2026 amount hasn't been confirmed, so the calculator uses AED 108,000 and labels the result as an estimate.

What hiring costs should I include?

+

The monthly salary you plan to pay (at least AED 6,000, or the Emirati doesn't count) plus any other monthly cost per hire you want to compare — your pension contribution, insurance or allowances. Nafis top-ups go to the employee, so they don't reduce your cost.

Can we close the gap with Emiratis on lower salaries?

+

No. Since 1 July 2026, Emiratis paid below the AED 6,000 minimum wage don't count toward the target, and MOHRE suspends new work permits until salaries comply. The calculator warns you when the salary you enter is below AED 6,000.

  • Contribution uses the last officially confirmed rate, AED 108,000 per missing Emirati per year (2025 targets). The 2026 amount isn't confirmed.
  • Hiring cost is your own salary and on-costs. Nafis salary top-ups go to the employee, so they aren't deducted here.
  • Paying the contribution doesn't move you closer to the target — the gap carries into the next checkpoint.
