Civil Engineer Job Description Template

Use this editable template to post a civil engineer role across the GCC. Replace every [bracketed placeholder] with your own details. Unlike a generic office role, a civil engineer job is a regulated, sign-off profession in the UAE, so state the Society of Engineers registration, municipality-accreditation and attested-degree expectations clearly. Doing so filters out unqualified applicants before they reach your inbox - and prevents you shortlisting candidates who cannot legally stamp the work you need stamped.

Job Title

Civil Engineer - [Structural / Site / Infrastructure / Design] - [City, e.g. Dubai], [Country]

Job Summary

[Company name] is a [main contractor / engineering consultancy / real-estate developer / infrastructure programme] based in [free zone / mainland location]. We are seeking a [junior / mid-level / senior] Civil Engineer to design, review, supervise and - where accredited - stamp civil and structural works across our [building / infrastructure / fit-out] projects. The role reports to the [Senior Engineer / Project / Lead] Manager and coordinates with consultants, the local municipality and the QS team on approvals. This is a [full-time / contract] position based in [location].

Key Responsibilities

  • Prepare and review civil and structural designs, calculations and shop drawings to [BS / Eurocode / ACI / project] standards and UAE building codes.
  • Carry out structural analysis and design checks for [concrete / steel / foundations] elements.
  • Prepare and, where accredited, stamp technical submissions for municipality approval ([Dubai Municipality / Abu Dhabi DMT via TAMM]).
  • Supervise site execution, quality and HSE compliance against approved drawings.
  • Manage RFIs, variations, inspection requests and progress reporting with consultants and subcontractors.
  • Coordinate with MEP, architectural and QS disciplines and support [tender / contract] documentation.
  • Ensure designs and works comply with local codes and authority requirements.

Requirements

  • Bachelor's degree (or higher) in Civil / Structural Engineering, attested by the home-country authority and UAE MOFA.
  • Valid Society of Engineers UAE (SOE) membership card [required / required within X months of joining].
  • Municipality engineer accreditation ([Dubai Municipality / Abu Dhabi DMT]) [required for sign-off / an advantage] - typically needs ~3 years' post-graduation experience plus a professional/structural exam.
  • [X]+ years' relevant experience, including [X] years in the UAE / GCC.
  • Working knowledge of [UAE building codes / FIDIC / project] standards.
  • UAE residence visa or transferable status preferred.

Preferred Qualifications

  • Chartered or professional-engineer status (ICE / CEng or equivalent).
  • PMP certification for senior or project-lead roles.
  • Experience on comparable [high-rise / infrastructure / rail / hospitality] projects in the GCC.
  • Proficiency with [design software, e.g. AutoCAD, Revit, ETABS, SAFE, STAAD.Pro].

What We Offer

  • Competitive salary of AED [X]-[Y] per month (no personal income tax - salary is effectively net).
  • Housing and transport allowance [bundled into the gross package / paid separately].
  • Employer-sponsored engineer-title residence visa and Emirates ID (employer-paid by law).
  • Support with degree attestation, SOE membership and municipality accreditation where applicable.
  • Mandatory health insurance and end-of-service gratuity per UAE Labour Law.
  • Annual air ticket [and family benefits, if applicable].
  • [Project allowances / site allowance / bonus, if applicable.]

How to Write This JD So It Filters Well

The most common mistake employers make with engineering JDs is treating the role like a generic office hire and being flooded with applicants who hold neither an attested degree nor an SOE card. A few targeted lines prevent that:

  • State the SOE, accreditation and visa expectations up front. Make clear whether a valid SOE card and municipality accreditation are required at application or within a set window, and whether you sponsor the engineer-title visa. This single block removes most unqualified applicants and anyone who cannot legally stamp work.
  • Distinguish design-and-stamp from supervision roles. If the engineer must approve drawings, say so explicitly and require municipality accreditation; if the role is site supervision only, you widen the pool and can drop the stamping requirement.
  • Publish a salary band. Posting AED [X]-[Y] per month attracts the right level and cuts wasted screening. Anchor it: graduate roughly AED 5,000-10,000, mid-level AED 10,000-18,000, senior AED 18,000-35,000+, with chartered status adding around AED 3,000-6,000.
  • Demand the attested degree explicitly. Attestation gates both the engineer-title visa and SOE registration, so naming it filters out candidates who would stall at the work-permit stage.
  • Phrase Emiratisation neutrally and lawfully. Do not exclude or prefer by nationality in the public post. If you intend to fill the role with an Emirati to bank quota credit, recruit through dedicated Emirati-talent channels rather than restricting the open advert.

Keep the post concise, lead with the must-have requirements, and place the salary band, SOE/accreditation and visa expectations high in the advert rather than burying them at the end.

Common Mistakes to Avoid in a Civil Engineer JD

  • Conflating 'engineer' with 'can stamp drawings'. Plenty of competent engineers hold a degree but are not municipality-accredited to approve works. If the role requires sign-off and the JD does not say so, you will shortlist people who cannot legally do the core task.
  • Omitting the attestation requirement. An un-attested degree stalls both the engineer-title visa and SOE registration. Leaving attestation out of the JD means discovering the problem only after you have made an offer.
  • Listing every software package. Naming ten tools signals you do not know which matter. List the two or three your team actually uses (e.g. ETABS and Revit) and ask for genuine fluency.
  • Vague experience asks. 'Strong experience' invites everyone. State the years and the project types (high-rise, infrastructure, fit-out) so candidates self-select.
  • Burying pay and visa terms. Engineers screen adverts fast; if the band and sponsorship terms are at the bottom, the best candidates have already moved on.

Adapting the Template Across the GCC

This template is UAE-anchored, but the structure carries across the GCC with two substitutions. First, swap the regulator: in Saudi Arabia the Saudi Council of Engineers (SCE) registration replaces the SOE card, and Saudisation (Nitaqat) band thresholds replace the Emiratisation quota language. In Qatar, Oman and the rest of the GCC, name the local engineering body and nationalisation programme (Qatarisation, Omanisation) in the equivalent slots. Second, adjust the salary band to the local market - GCC engineering pay varies by country and by the oil-and-gas versus building-services split. Keep the rest of the structure intact: regulated profession, attested degree, registration, sponsorship terms and a published band remain the right shape of a strong GCC engineering advert wherever you post it.

Frequently Asked Questions

Should the job description require an SOE membership card and municipality accreditation?
For any practising civil engineer role in the UAE, require the SOE card and state it clearly. A valid Society of Engineers UAE card is generally needed to perform engineering work and hold the engineer-title visa. If the role involves approving or stamping drawings, additionally require municipality accreditation (Dubai Municipality or Abu Dhabi DMT), which needs an attested degree, around three years' post-graduation experience and a professional exam. You can phrase the SOE card as required at application or within a set window after joining.
How do I write the requirements section to filter out unqualified candidates?
Lead with the non-negotiables: an attested Civil/Structural Engineering degree (home-country authority + UAE MOFA), a valid SOE card (or willingness to obtain it), municipality accreditation for sign-off roles, and the specific years and sector of experience you need. Name the standards and codes you work to. Separate must-haves from preferred qualifications so applicants can self-select, and put the SOE, accreditation and visa expectations near the top of the post - degree attestation in particular gates both the visa and SOE registration.
Should I include a salary band in the civil engineer job post?
Yes. Publishing a band attracts the right experience level and cuts wasted screening. Anchor it: graduate civil engineers run roughly AED 5,000-10,000 per month, mid-level AED 10,000-18,000, and senior/PM-track AED 18,000-35,000+, with chartered status (ICE/CEng) typically adding around AED 3,000-6,000 per month. Since the UAE has no personal income tax, you can note the salary is effectively net to the candidate. Anchor the band to the project type and seniority you actually need.
How should the JD handle Emiratisation?
Keep the public advert nationality-neutral - do not exclude or prefer candidates by nationality in the posted text, which can create legal exposure. A civil engineer is a skilled role that counts toward your MOHRE Emiratisation quota, and construction is one of the 14 designated sectors. If you intend to fill the role with an Emirati to bank quota credit, recruit through dedicated Emirati-talent channels rather than restricting the open advert, and track your overall national-to-expat ratio separately from the JD itself.
