Omanisation first: may this civil engineering post be filled by an expat?

Engineering is a field where Oman has a growing pool of national graduates, and the Ministry of Labour expects companies to use it. Your starting point is the establishment record the Ministry keeps for your company, which shows your Omani share against what applies to your sector. Construction, oil and gas services and consultancy may each carry different expectations, and the Ministry does not publish them as percentages an outsider can apply to your headcount. Second, check the occupation. The Ministry's list of jobs reserved for Omani nationals is revised from time to time, and civil engineering teams contain several titles that need checking individually: civil engineer, site engineer, structural engineer, planning engineer, quantity surveyor, surveyor and draughtsman. Search for the exact occupation you will register and confirm whether non-Omanis can hold it at the moment. Do not rely on what worked on a previous project.

Most contractors and consultants in Oman end up with mixed teams: Omani engineers, many of them graduates of local universities, working alongside experienced expats who bring specialist design or major-project delivery experience. For a senior expat hire, it pays to write the supervision and development of Omani engineers into the role. Clients such as Petroleum Development Oman and government entities often look at in-country value and local workforce development when assessing contractors, so this is commercial as well as regulatory.

The civil engineer market in Oman

Civil engineers in Oman work on a wide range of infrastructure spread across a large and varied country.

• Oil, gas and industrial. Petroleum Development Oman, OQ and their contractors need civil engineers for plant foundations, pipeline crossings, roads to remote sites, camps and industrial buildings, often in the desert interior.
• Roads, bridges and transport. The national road network links distant governorates through mountains and desert, and road projects need design, supervision and maintenance engineers.
• Ports and special economic zones. Duqm, Sohar and Salalah have brought marine works, breakwaters, quays and the industrial infrastructure behind them.
• Water and drainage. Desalination, water networks, wastewater and, increasingly, flood protection are steady sources of work.
• Buildings and real estate. Residential, commercial and tourism projects in Muscat and the coastal areas need structural and site engineers on both the consultant and contractor side.

Ground and climate conditions that shape the work

Oman's conditions test civil engineers in particular ways. Wadis can flood violently after rare heavy rain, and cyclones have shown how exposed coastal infrastructure and drainage can be, so hydrology and storm-water design are not academic topics here. Ground conditions vary from rock in the mountains to sabkha and soft coastal soils, which affect foundation design and earthworks. Heat and salt-laden air affect concrete durability, curing practice and reinforcement cover. A candidate who has handled these issues will need less hand-holding than one who has only worked in temperate climates.

Consultant, contractor or client?

Decide which side of the contract you are hiring for. A consultant's civil engineer designs and supervises, a contractor's engineer plans and builds, and a client-side engineer reviews and controls. FIDIC-based contracts are common on larger projects, and engineers who understand variations, notices and claims are valuable on the contractor and client sides alike.

Work permit and labour card for an expat civil engineer

Once the seat is confirmed as open to non-Omanis, the Ministry of Labour work permit, generally called the labour card or labour clearance, is the core approval. The fee depends on the occupation and on your company's Omanisation level, so firms that fall short on their Omani share can pay more for the same engineer. Confirm the current charge for the occupation code with your PRO before committing to a mobilisation date.

For an engineer title, professional accreditation through the Oman Society of Engineers is normally required as part of obtaining the permit. Check the current requirement with the Ministry of Labour and gather the degree, transcripts and experience certificates early. The degree discipline should match the occupation: a candidate with a construction-management or technology degree may not be accepted under a civil engineer title, which can derail a start date if it surfaces late.

After the permit, the standard sequence is the employment visa, the medical fitness check, the residence card and registration of the employment contract. A civil engineer already resident in Oman can move to you through a Ministry transfer, which is often the quickest way to staff a project that has just been awarded.

Contract terms under Royal Decree 53/2023

The Labour Law issued by Royal Decree 53/2023 sets these minimums for an engineer's contract:

• Probation can last up to 3 months. During it, the contract can be ended with 7 days' notice. On a project, that is enough time to see how the engineer handles a pour, an inspection or a design review.
• Notice after probation is 30 days for monthly-paid staff. Build site handover into the clause.
• Annual leave is 30 days a year, paid on gross wage. Rotational site schedules should be designed so they still deliver the statutory entitlement.
• Overtime is paid at 125% of wage for regular extra hours, 150% for night hours and 200% on a rest day. Night concrete pours and weekend shutdowns are common on Omani sites, so this matters for engineers who are not exempt.
• Sick leave may reach 182 days a year, paid in bands: full pay for the first 21 days, 75% from day 22 to day 35, 50% from day 36 to day 70 and 35% from day 71 to day 182.
• Maternity leave is 98 days and paid; check how the Social Protection Fund pays the benefit.
• End-of-service for non-Omani workers, under Article 61, is no less than one month of final basic wage for each year of service.
• The weekend falls on Friday and Saturday, although many sites work through it with rest days rostered.

Licences and credentials for a civil engineer in Oman

Oman Society of Engineers accreditation is the main professional gate for an engineer-titled permit; confirm the current requirement with the Ministry of Labour. Beyond that, verify the degree with the university, check chartered or professional registration in the candidate's home country if they claim it, and look for evidence of the specific work you need, such as structural design software, road design, hydraulic modelling or marine works.

Safety training is not a licence, but on industrial and oil and gas sites, clients will expect site-based engineers to hold recognised safety training and to complete client-specific inductions. Ask what the candidate holds and plan for what they will need.

Check project claims with referees from the actual projects. Civil engineers sometimes list every project their employer delivered; ask what part they designed or supervised. Expect certificates to be attested for the permit file.

Where to find civil engineers in Oman

• Omani graduates. Sultan Qaboos University, the University of Technology and Applied Sciences and GUtech all produce civil engineering graduates. Graduate schemes are the most reliable way to build Omani engineering capacity.
• National employment services run by the Ministry of Labour for Omani jobseekers, particularly for junior site and technical roles.
• Engineers already in Oman, especially from projects that are demobilising, who can transfer and already know local suppliers, testing labs and approval routines.
• LinkedIn and referrals from your project teams and subcontractors.
• Job boards. Post on MenaJobs, Bayt and GulfTalent with the sector, contract side and location in the title.
• Specialist engineering recruiters for project directors and specialist designers.

Hiring timeline and first weeks

Confirm the occupation and your Omanisation position; shortlist on relevant project experience; run a technical interview with one of your senior engineers; make the offer; collect attested certificates and begin Oman Society of Engineers accreditation; and let your PRO handle the permit, visa, medical and residence card, or the transfer for a local candidate.

In the first weeks, complete site and client inductions, walk the engineer through your quality and safety plans, and introduce them to consultants, testing labs and authority contacts. Set probation goals around real deliverables: method statements approved, inspections passed, or a design package issued. Accreditation is usually the longest step, so chase paperwork from the day the offer is accepted.

Have a senior engineer on the panel. Score the substance of each answer, not the vocabulary.

1. "Describe a foundation problem you solved and how you investigated the ground." Strong answers mention site investigation, soil reports, alternatives considered and how the final design was checked.
2. "How would you design drainage for a site crossing a wadi?" Look for awareness of flash floods, catchment analysis, culvert sizing and erosion protection.
3. "What do you change about concrete practice in Oman's heat?" Good answers cover mix design, curing, pour timing, cover to reinforcement and testing.
4. "Walk me through handling a variation under a FIDIC contract." You want notices, records, valuation and the relationship with the engineer or client.
5. "Tell me about a safety concern you raised on site." The best answers show they stopped work when needed and followed through.
6. "Which software do you use, and what checks do you apply to its output?" Engineers should explain how they sanity-check models with hand calculations.
7. "How have you supported junior engineers?" For senior hires, this signals whether they will develop Omani graduates.
