The cover letter is where you make that proof concrete. It lets you quantify the project value, headcount, and duration you have actually run; demonstrate the safety culture that GCC clients and authorities now mandate; show fluency in the local building codes and authority approvals that govern every inspection; and address the practical questions of degree attestation, society registration, and visa status that determine whether you can be mobilised to site quickly. A targeted, number-dense letter signals that you understand the operational reality of Gulf delivery, not just the theory of civil engineering.

Use the Formal Engineering Salutation

Construction is formal in the Gulf. Address the hiring manager by full name and the honorific "Eng." where appropriate (e.g. "Dear Eng. Ahmed Al-Daheri"), which is standard for project and construction managers. Keep the tone technical but readable, and confident rather than effusive.
