What does Oman's Labour Law require on hiring Omanis?

How Omanisation works under the Labour Law
Employment is a right for Omanis (Art 18). Every employer keeps registers and an annual Omanisation plan (Art 19); the Minister sets the Omani percentage for each sector and the jobs where Omanis replace non-Omanis (Art 23). Hiring a non-Omani needs Ministry authorisation tied to your compliance (Art 27). Missing the percentage costs OMR 500–1,000 per Omani you should have employed, with six months to comply and a doubled fine on repetition (Art 144).

What is the Omanisation fine?
Under Article 144 of the Oman Labour Law (Royal Decree 53/2023), an employer that doesn't meet its Omanisation percentage or replacement plan is fined OMR 500 to 1,000 for every Omani it should have employed. It has six months from when the breach is found to reach the percentage, and the fine doubles for a repeat breach.
What is the Omanisation percentage for my company?
The Minister of Labour sets Omanisation percentages by sector, activity and occupation (Article 23). They vary by sector and aren't published in a form we can calculate, so this guide doesn't state a number. Check your establishment's percentage with the Ministry of Labour.
Can I hire an expat in Oman?
Only with Ministry authorisation. Under Article 27 the Ministry checks that no qualified Omani is available, that you comply with your Omanisation plan and percentage, that the worker's skills are needed, and that the fees are paid. Some professions are closed to expats entirely — see the Oman restricted professions list.
What extra duties apply to larger employers?
Employers with 25 or more workers must announce vacancies, use the official occupational classification, set wages, train Omanis and plan Omani appointments to leadership roles (Article 22). Employers with 40 or more must hire qualified persons with disabilities at the percentage the Minister sets (Article 24).
