Which nationalisation rules apply in each Gulf country?
Checked against GCC labour ministry rules · reviewed 1 Oct 2026 · next review 1 Jan 2027
Every rule comes from our labour-rules library, where each country is either calculable (with an official or clearly labelled source) or coming soon. For calculable countries we link the calculator; for the rest we summarise what the law requires and say plainly that the percentage isn't published in a form we can calculate.
| Country | Programme | Authority | Quota calculable |
|---|---|---|---|
| UAE | Emiratisation | MOHRE | Yes — estimate |
| Saudi Arabia | Saudization (Nitaqat) | HRSD / Qiwa | Yes — estimate |
| Qatar | Qatarisation (Law 12 of 2024) | Ministry of Labour | Coming soon |
| Kuwait | Kuwaitisation | PAM | Coming soon |
| Bahrain | Bahrainisation | LMRA / Tamkeen | Coming soon |
| Oman | Omanisation | Ministry of Labour | Coming soon |

All six have nationalisation policies: Emiratisation (UAE), Saudization through Nitaqat (Saudi Arabia), Qatarisation under Law 12 of 2024 (Qatar), Omanisation (Oman), Kuwaitisation (Kuwait) and Bahrainisation (Bahrain). They work differently — some set a percentage of skilled jobs, some reserve professions, some set sector quotas by ministerial decision.
The UAE's Emiratisation target and Saudi Arabia's weighted Nitaqat percentage, both as estimates you confirm on MOHRE or Qiwa. Qatar, Oman, Kuwait and Bahrain don't publish their percentages in a form we can calculate, so we show what the law requires and mark the percentage as coming soon.
Reported figures are often proposals, apply only to some sectors, or come from press summaries we can't check against an official page. Quoting them as your quota could mislead you, so we wait for an official source.
In the UAE the last confirmed contribution is AED 108,000 per missing Emirati a year. Oman's Labour Law sets OMR 500–1,000 per missing Omani, doubled on repetition. Qatar's localisation law allows warnings, suspension of Ministry transactions and fines from its schedule, with up to QAR 1,000,000 for fake compliance. Each country's tool has the details.
Post your roles free in about 2 minutes and say in the description which nationality you prefer. We review every post; once approved it goes live to job seekers across the GCC.
