Job Ad Checklist for Hiring Nationals

What should a job ad for Emirati or Saudi candidates include?

Checked against MOHRE / HRSD rules · reviewed 1 Oct 2026 · next review 1 Jan 2027

Pick the UAE or Saudi Arabia and get a 10-point checklist for a nationals-preferred job ad — so the person you hire actually counts toward your Emiratisation target or Nitaqat band. English and Arabic.

Why each item is there

Every item maps to a counting rule: skilled-job, WPS, pension and AED 6,000 salary rules for Emiratis; the SAR 4,000 Nitaqat line, profession salary minimums and Qiwa contract documentation for Saudis. The rest — clear duties, Arabic title, how to apply — gets more of the right candidates to apply.

Rules change

  • Checked against MOHRE and HRSD rules on 1 October 2026 — confirm on MOHRE or Qiwa before posting.
  • Accountant salary minimums come from secondary sources.

Data Sources

  • MOHRE — Emiratisation targets (private sector, 50+ and 20–49 staff) (2026-10-01)
  • MOHRE — 2025 targets due 31 December; AED 108,000 per missing Emirati (2026-10-01)
  • MOHRE — Emiratisation targets for 20–49 staff companies in 14 sectors (2026-10-01)
  • MOHRE — Emirati minimum wage AED 6,000 from 1 January 2026 (2026-10-01)
  • MOHRE — Pension registration of Emirati employees mandatory to count (2026-10-01)
  • SPA / HRSD — New Saudization measures for engineering and procurement (SAR 8,000 counted wage) (2026-10-01)
  • SPA / HRSD — Localization decisions for 269 professions (dental, pharmacy, accounting, engineering) (2026-10-01)
  • HRDF (Hadaf) — Employment Support for establishments (updated 13 Aug 2026) (2026-10-01)
  • Nitaqat counting weights (Mercans; Saudi Gazette on Qiwa-documented contracts) (secondary) (2026-10-01)

Frequently asked questions

What should a job ad for UAE nationals include?

+

A skilled role, 'UAE nationals preferred' in the description, a salary of at least AED 6,000 a month, WPS payment and pension registration, real duties and a clear way to apply. Those last conditions decide whether the hire counts toward your Emiratisation target.

What should a job ad for Saudi nationals include?

+

The Qiwa job title, 'Saudi nationals preferred', a salary of at least SAR 4,000 so the hire counts as one Saudi in Nitaqat, and any profession minimum (engineers SAR 8,000 with Saudi Council of Engineers accreditation). Check the role against the Saudized jobs list too.

Why does the salary matter so much?

+

In the UAE, Emiratis paid below AED 6,000 haven't counted toward targets since 1 July 2026. In Saudi Arabia a Saudi paid below SAR 4,000 counts as half in Nitaqat. A low salary can leave you short even after you hire.

Is the checklist available in Arabic?

+

Yes. Switch to العربية or Both above the checklist to copy or print it in Arabic.
