JOB PURPOSE

Key internal interfaces include the CEO, executive leadership team, healthcare asset leaders, quality and patient safety teams, clinical operations, digital health, legal and compliance, talent acquisition, and partnership teams. Key external interfaces include regulators, accreditation bodies, clinical partners, academic institutions, sports federations, professional teams, and other strategic healthcare partners.

The Chief Medical Officer (CMO) is QHC’s most senior clinical executive and the single accountable owner of enterprise clinical strategy, medical governance, quality, patient and athlete safety, and clinical standards across all QHC healthcare assets. Reporting to the Chief Executive Officer, the CMO brings clinical leadership, standards-setting, assurance, and medical advisory authority under one role, ensuring clear and consistent clinical accountability while operational delivery remains with the respective healthcare businesses and functions.

The CMO ensures that clinical delivery across all QHC healthcare assets follows the  QHC’s clinical and wellness standards, quality expectations, and readiness requirements, reflecting international evidence-based practice and applicable Saudi regulatory requirements.

As a member of the QHC executive leadership team, the CMO translates the Kingdom's Vision 2030 and Qiddiya’s healthcare ambitions into governed, accountable practice, championing patient and athlete safety, clinical research and academic collaboration, and positioning QHC as a regionally recognized centre of clinical excellence.

KEY ACCOUNTABILITIES

The role sets enterprise clinical standards, quality expectations, and governance requirements for all QHC healthcare assets, while day-to-day operational delivery, staffing deployment, and business-unit execution remain accountable to the relevant operating leaders.

1.  Enterprise Clinical Strategy & Medical Affairs

• Provide overall clinical leadership and set the enterprise clinical strategy for QHC across all current and future service lines, in alignment with the QIC and Vision 2030 healthcare transformation objectives.

• Serve as the principal clinical voice on the executive leadership team, advising the CEO / MD and the Board and Medical Advisory Committee on clinical strategy, service development, clinical risk and medical policy.

• Provide clinical and wellness input into service models and define the clinical standards, quality expectations and readiness requirements for all healthcare assets.

• Represent QHC's clinical capabilities to sports federations, professional teams, government stakeholders, regulators and strategic partners.

2.  Clinical Governance, Quality & Patient / Athlete Safety

• Establish QHC’s overarching clinical governance and quality framework, setting expectations for patient and athlete safety, clinical quality, risk and compliance across all healthcare assets.

• Provide a consistent enterprise-wide framework for clinical quality and accountability, ensuring clear standards and expectations across all healthcare assets.

• Define, monitor, and report enterprise clinical KPIs and quality dashboards for clinical partnership or assets under direct operation of QHC.

• Define clinical governance and escalation requirements, ensure appropriate review of priority quality, safety, and service issues, and provide senior clinical guidance on corrective actions, risk mitigation, and follow-up accountability.

3.  Clinical Excellence, Protocols & Care Pathways

• Set QHC’s enterprise clinical excellence, safety and wellness standards across all healthcare assets, aligned with evidence-based international practice and applicable Saudi regulatory requirements

• Provide clinical and wellness guidance to all healthcare assets on service models, safety requirements and areas for clinical improvement

• Develop and continuously review clinical policies, evidence-based care pathways, treatment protocols and standard operating procedures of clinical partners and QHC operated assets aligned with international best practice.

• Promote evidence-based, person-centred models of care that integrate physical, psychological and social dimensions of health, wellbeing and performance, as relevant to the populations served.

• Set enterprise clinical requirements for documentation, information governance, patient confidentiality and related clinical compliance, in line with applicable Saudi regulatory requirements and relevant international standards.

4.  Sports Medicine & Citywide Healthcare Clinical Advisory

• Provide clinical and wellness advisory support to all healthcare assets, providing input into service models, clinical readiness requirements, quality expectations and relevant performance measures.

• Advise on multidisciplinary and integrated approaches to care, supporting alignment with QHC’s clinical standards and evidence-based practice.

• Provide clinical guidance on priority service areas and readiness requirements, identifying clinical gaps, risks and opportunities for improvement.

5.  Partnerships, Research & Academic Collaboration

• Contribute to the development and implementation of clinical partnerships with institutions by supporting knowledge exchange, capability building, and the integration of leading practices into clinical care.

• Support research, innovation, and academic collaboration initiatives, facilitating clinical engagement in research, education, and evidence-generation activities.

• Participate in evaluating and adopting emerging clinical technologies, digital health solutions, and clinical analytics that enhance clinical practice and support data-driven decision-making.

Role success will be measured by the design and deployment of all QHC healthcare assets, engagement of QHC clinical partnerships, achievement of clinical readiness milestones, compliance with applicable Saudi regulatory and accreditation requirements, adoption of approved clinical standards and care pathways, strength of clinical partner engagement, and sustained improvement in patient and athlete safety, quality and cost indicators through value based care.

EXPERIENCE & ACADEMIC QUALIFICATIONS

Medical degree (MD, MBBS, MBChB, or equivalent) with board certification or postgraduate specialty qualification in a relevant discipline is required. Additional qualifications or experience in clinical leadership, sports medicine, population health or related fields are preferred

Active registration and licensure with the Saudi Commission for Health Specialties (SCFHS) at Consultant level, or clear eligibility for SCFHS Consultant classification, is required. Dataflow primary source verification and SCFHS Mumaris Plus registration must be completed prior to commencement.

15+ years of progressive clinical experience, with a substantial track record in senior clinical leadership, medical director or chief-level roles within accredited healthcare institutions. Experience delivering care to professional athletes, elite teams or comparable high-performance environments is highly desirable.

Proven expertise in clinical governance, patient-safety management, multidisciplinary team leadership and quality improvement within a regulated healthcare environment. Prior experience in JCI and/or CBAHI accredited institutions and within partnership or joint-venture clinical models is highly preferred.

Strong working knowledge of Saudi MOH and SCFHS licensing and regulatory frameworks, and of the clinical operating requirements of a startup or greenfield healthcare organization.
