How to Use This Construction Manager Job Description Template

A construction manager job description in the GCC has to attract a proven site-delivery leader while filtering out the large pool of generic "construction" CVs - from site engineers to project coordinators - that every Gulf giga-project posting attracts. The single biggest mistake employers make is writing a vague advert that doesn't state the project type and scale, omits the salary band, and ignores the engineering-degree and registration expectation that the role usually carries in the UAE. Vague posts pull volume and little signal. The template below fixes that. Copy it, replace the bracketed fields with your own details, delete the lines that don't apply, and you have a job description ready to post on MenaJobs and other regional boards.

Every section is written for the UAE construction market specifically, where the giga-project pipeline (Dubai 2040, Etihad Rail Phase 2, Wynn Al Marjan, Saadiyat cultural district) drives demand, employers report a widening skills gap, and a construction manager is typically expected to hold an engineering degree and - where the role signs off or approves works - Society of Engineers UAE (SOE) registration and municipality accreditation. PMP is the most-requested project-management credential. The template builds those expectations in so your shortlist is closer to fit on day one.

Editable Construction Manager Job Description Template

Job title

Construction Manager (variations: Senior Construction Manager, Site Manager, Project Construction Manager, Package/Section Manager). Add the location and project, e.g. Construction Manager - [Project], Dubai, UAE, and whether the role is single-package or whole-project.

Role purpose

We are a [main contractor / developer / consultancy / PMC] delivering [project type, e.g. high-rise residential, hospitality, infrastructure, mixed-use] in [city / emirate], looking for a Construction Manager to lead site delivery - safely, on programme, on budget and to quality. Reporting to the [Project Director / Project Manager], you will own the build phase on the ground and the teams, subcontractors and trades that deliver it.

Key responsibilities

  • Lead day-to-day site delivery and supervise engineers, foremen, subcontractors and trades.
  • Own the construction programme: sequence works, track progress against baseline, and recover slippage.
  • Drive HSE leadership on site - permit-to-work, method statements, risk assessments, and a zero-incident culture.
  • Manage quality: inspection and test plans, snagging, and compliance with drawings, specs and authority requirements.
  • Coordinate MEP, civil, structural and finishing trades and resolve clashes and interfaces.
  • Control resources, materials, plant and productivity against budget.
  • Manage subcontractors, site instructions, RFIs, variations and progress claims with the commercial team.
  • Liaise with consultants, the client/developer, and authorities (Dubai Municipality / DM, Civil Defence) for inspections and approvals.
  • Report progress, risks and forecasts to project leadership.

Requirements (must-have)

  • Bachelor's degree in Civil Engineering (or related construction/structural discipline), attested by UAE MOFA and the home country.
  • [8]+ years' construction experience with [3]+ years managing site delivery on comparable [project type/scale] in the UAE/GCC.
  • Registration with the Society of Engineers UAE (SOE) where the role approves/signs off works - the baseline engineer credential in the UAE (state your minimum clearly); municipality accreditation where required.
  • Demonstrable HSE leadership on UAE sites and familiarity with the local authority/inspection regime.
  • Strong programme, subcontractor and trade-coordination management on live sites.
  • Eligible to work in the UAE: holds a transferable residence visa or is a candidate we are prepared to sponsor.

Nice-to-have

  • PMP (PMI) - the most valued and frequently requested PM credential, commonly worth a premium; PRINCE2 in government/large-corporate settings.
  • FIDIC contract familiarity and Primavera P6 planning proficiency.
  • NEBOSH/IOSH safety qualification (strengthens HSE-leadership credibility).
  • Experience on [your project type: giga-project, infrastructure, hospitality, healthcare].
  • Arabic language skills (useful for authority and client dealings).

Salary band and benefits

Salary: AED [X]-[Y] per month, commensurate with experience and project scale. As a guide, construction managers in the UAE broadly earn from around AED 14,000-19,000+ per month at the mid-career level (early-career site managers lower), rising to AED 25,000-45,000+ for senior construction managers on major projects, with the largest giga-project leadership roles higher still; PMP and chartered status lift offers. Benefits: housing and transport allowances, annual or biennial home-country air ticket, mandatory medical insurance, employer-sponsored residence visa, and end-of-service gratuity in line with UAE Labour Law. Construction is among the UAE's strongest-demand sectors for 2026.

Work authorisation and visa wording

This role is based in [emirate] on [project]. We sponsor a residence visa and work permit; under UAE law the employer pays all visa and permit costs. The engineer-title residency and SOE registration require an attested engineering degree, so factor attestation time into your start date. Candidates with a transferable UAE residence visa can usually start sooner. The standard notice period in the UAE is 30-90 days, so factor your availability into your application.

Emiratisation note (use where relevant)

Construction is among the sectors covered by MOHRE Emiratisation, so if your company has 50+ employees a construction manager counts towards your phased national-hire targets (and 20-49 firms in designated sectors have their own one/two-Emirati obligations). The site/labour-heavy workforce stays predominantly expatriate in practice, but where you intend to fill this role with a UAE national to support your Nafis quota, say so: e.g. "This role is open to UAE nationals as part of our Emiratisation commitment." Keep any such statement truthful, because MOHRE penalises fictitious Emiratisation.

Tips for Writing a Construction Manager JD That Converts

1. Lead with project type and scale. A construction manager on a 40-storey tower is a different hire from one on a road package or a hotel fit-out. Naming the project type, scale and stage in the title and first line is the highest-leverage edit you can make.

2. State the engineering and registration expectation honestly. A UAE construction manager is usually expected to hold an engineering degree, and where the role approves or signs off works, Society of Engineers UAE (SOE) registration and municipality accreditation apply. Don't invent a separate "construction manager licence" - screen on the attested engineering degree plus SOE where relevant, and treat PMP as a respected, frequently-requested credential rather than a statutory one.

3. Put HSE leadership front and centre. On UAE sites, safety leadership is the role, not a footnote. "Owns permit-to-work, method statements and a zero-incident culture" tells a real construction manager what you expect and screens for genuine site-safety command.

4. Name your planning and contract framework. "Construction experience" is generic. "Plans in Primavera P6, administers FIDIC, and coordinates MEP/civil interfaces" filters for fit and signals you know your own delivery stack.

5. State a salary band. A visible AED range deters mismatched applicants and signals seriousness - the single most effective filter you can add - while leaving room to negotiate on project scale, PMP and chartered status.

6. Scale the responsibilities to the seniority. A site manager runs a package or zone under supervision; a construction manager owns the build phase, the programme and the subcontractors; a senior construction manager leads multiple packages and reports to the project director. Listing senior duties under a junior band repels strong candidates and attracts the wrong shortlist - decide which profile you're hiring and prune the requirements so the post describes one job.

7. Make location, project and rotation explicit. State the emirate, the project, and whether it's a fixed-site role for the project duration. Candidates weighing offers want to know up front, and ambiguity causes late-stage drop-off when logistics surface.

8. Distinguish the contractor, developer and PMC perspective. A construction manager at a main contractor owns means-and-methods delivery; one at a developer or project-management consultancy oversees the contractor and protects the client's interest. These are different jobs with different mindsets, even under the same title. Name your company type and the perspective it implies - candidates who have only worked contractor-side may struggle in a client-side oversight role, and vice versa, so making it explicit prevents a late, expensive mismatch.

9. Be honest about the management scope. The most common CV inflation in this field is a site engineer describing themselves as a construction manager. Counter it in the JD by stating the real scope - number of direct reports, subcontractor packages owned, programme value, and reporting line - so genuine managers recognise the role and under-qualified applicants self-deselect. "Leads a team of [N], owns [N] subcontractor packages, reports to the Project Director" does more screening work than a generic responsibilities list.

Common Mistakes That Sink Construction Manager Postings

Three patterns waste the most employer time. First, treating HSE as a sub-bullet rather than a core accountability: on UAE sites, a construction manager who does not visibly own safety is a liability, and a JD that buries it attracts candidates who treat it the same way. Lead with it. Second, demanding a non-existent "construction manager licence" or, conversely, omitting the engineering-degree and SOE expectation that the role usually carries - both signal the employer doesn't understand the local regime; state the attested engineering degree and SOE registration (for sign-off roles) plainly, and treat PMP as the respected plus it is. Third, hiding the band behind "competitive" when construction-manager pay spans roughly AED 14,000 mid-career to AED 45,000+ for senior major-project roles: the band is the filter, and its absence guarantees a flood of mismatched applications. Fixing these three before you post does more for shortlist quality than any sourcing effort afterwards.

Once your JD is live, pair it with a structured interview. See our employer interview-questions guide for construction managers to build a consistent, scenario-based screen, and our broader hiring guide for realistic time-to-hire planning in the GCC.

Copy-Paste Construction Manager JD (Short Version)

Frequently Asked Questions

What should a Construction Manager job description include in the UAE?
Lead with the project type, scale and stage, because a tower, an infrastructure package and a hotel fit-out need different managers. State the salary band, the must-have degree (Civil Engineering, MOFA-attested), and the registration expectation: Society of Engineers UAE (SOE) where the role approves or signs off works, plus municipality accreditation where required. Make HSE leadership a core responsibility, name your planning and contract stack (Primavera P6, FIDIC), and list PMP as a strong plus. Those specifics filter the high volume of generic construction applications.
Does a construction manager need an engineering licence or SOE registration in the UAE?
A UAE construction manager is usually expected to hold an engineering degree, and where the role approves or signs off works, Society of Engineers UAE (SOE) registration applies - SOE membership requires an accredited, MOFA-attested engineering degree plus experience, and municipality accreditation may also be required to approve works. There is no separate 'construction manager licence.' PMP (PMI) is the most valued and frequently requested project-management credential and commonly commands a premium, but it is a professional certification, not a statutory requirement. Verify SOE status and the degree rather than relying on the CV.
How much does a construction manager earn per month in the UAE?
As an indicative guide, construction managers broadly earn from around AED 14,000-19,000+ per month at mid-career (early-career site managers lower), rising to AED 25,000-45,000+ for senior construction managers on major projects, with the largest giga-project leadership roles higher still. PMP and chartered status lift offers, and packages typically add housing, transport and medical allowances on top of base. Construction is among the UAE's strongest-demand sectors for 2026, so state a clear band to filter applicants.
Should I require PMP for a construction manager role?
PMP (PMI) is the most valued and frequently requested project-management certification for construction roles in the UAE and commonly commands a premium, so it's a strong differentiator to request or prefer - but it is not a statutory requirement, and a proven delivery track record on comparable GCC projects matters more. List PMP as a strong plus (PRINCE2 in government/large-corporate settings), and keep your hard requirements the attested engineering degree, the years of UAE/GCC site-delivery experience, and SOE registration where the role signs off works.
Can I write one construction manager JD for the whole GCC?
Use one template as a base but localise the registration and nationalisation lines. The UAE screens on an engineering degree plus Society of Engineers UAE (SOE) registration and municipality accreditation for sign-off; Saudi Arabia requires mandatory Saudi Council of Engineers (SCE) registration, and authority/inspection regimes differ. Nationalisation differs too - Emiratisation vs Saudisation/Nitaqat vs Qatarisation. Keep the role purpose, site-delivery and HSE-leadership responsibilities portable, but adapt the engineering-registration, authority and localisation wording per country before posting.
