The project manager hiring picture in Bahrain

Bahrain has two project management markets that share a job title and very little else. One is construction and infrastructure: housing programmes, roads and bridges, reclamation, hotels, malls, industrial upgrades and fit-out. The other is technology and business change: core banking replacements, payment platforms, digital government services, telecom network upgrades and enterprise software roll-outs. A construction project manager is judged on site progress, cost, claims and safety. A technology project manager is judged on scope, releases, vendor delivery and adoption. Hiring across that divide rarely works.

On the construction side, employers include main contractors, MEP specialists, developers, project management consultancies and the client-side teams of government entities and large companies. Industrial clients, such as the refinery, the smelter and petrochemical plants, run their own capital project teams and appoint contractors for shutdowns and expansions.

On the technology side, banks and insurers are the heaviest employers, followed by telecom operators, government digital programmes and the systems integrators and consultancies that deliver projects for them. Many of these projects involve vendors based in India, Europe or elsewhere in the Gulf, so a Bahrain project manager often spends as much time managing contracts and time zones as managing the internal team.

In both worlds, the market is small and reputations travel. Clients, consultants and vendors in Manama know each other, and a project manager's handling of a previous difficult project is usually known before they walk into your interview.

LMRA permits and what an expat project manager adds each month

When the project manager you choose is not Bahraini, you will need a work permit from the Labour Market Regulatory Authority under your company's registration. Check that your registered activities fit the work before applying; this matters particularly for consultancies and integrators bringing in staff for a single contract.

Bahrain is increasing the monthly fee charged on expat permits. Our figures are an estimate based on a secondary summary of Edict 79 of 2025, so check the LMRA site before relying on them.

For a project manager, the relevant question is not only their own permit but their project's resourcing. On a contract that runs several years, every expat team member's monthly fee rises each year to 2029, and a project manager who builds a resource plan without that escalation will see the margin erode. Bahrainisation, Tamkeen and local project talent

Bahrainisation requirements depend on the business activity registered for your establishment and are not published as one figure we can calculate. The LMRA system shows where you stand, so check it before you decide the project manager must come from abroad.

Bahraini project managers are well established in technology and business-change roles, particularly in banking and telecoms, where many have run large programmes for years. On the construction side, Bahraini engineers often hold client-side and government project roles and some move into contractor or consultancy project management. A local project manager brings relationships with authorities and an understanding of how decisions get made in Bahraini organisations, which can shorten approvals.

Licensing and checks for a project manager in Bahrain

For technology and business-change project managers, there is no single licence required to employ them in-house. Recognised certifications such as PMP, PRINCE2 or agile delivery credentials are useful signals, and you can verify most of them in the issuing body's online register.

For construction project managers, the position depends on their engineering role. Bahrain regulates engineering practice through the Council for the Regulation of Practising Engineering Professions (CPEP). A project manager who holds an engineering title and practises engineering, for example by signing technical documents, would normally need CPEP registration. A project manager with a non-engineering background who manages commercial and programme matters may not. Confirm with CPEP for the specific role before you advertise it.

In either world, verify degrees and get them attested for the permit file. Then do reference checks that go beyond HR: speak to a client, a consultant or a sponsor who saw the candidate under pressure. Ask how they handled a delay or a dispute, and whether they told the client bad news early.

Construction PM or technology PM: decide first

Before writing the ad, list the handful of decisions the project manager will make most often. If they are about site sequencing, subcontractor performance, variations and safety incidents, you need a construction project manager, preferably one who has worked under the contract forms you use and knows Bahrain's authority approvals. If they are about scope changes, vendor deliverables, testing defects and user training, you need a technology or change project manager who has delivered through vendors.

Hybrid roles exist, such as smart-building systems or industrial control upgrades, but they are rare. For those, prioritise the side where failure is most expensive and support the other with a specialist.

Also decide whether you need a delivery project manager or a commercial one. On many Bahrain construction jobs, the contractor's project manager spends much of the week on payment applications, variations and correspondence with the consultant, while a separate construction manager runs the site. In technology, a bank may want a project manager who mainly handles vendor contracts and steering committees, with a technical lead owning the delivery detail. Knowing which mix you need changes the profile entirely, and saying it plainly in the ad saves both sides a wasted interview.

Leave, sick pay and end-of-service through SIO

Labour Law No. 36 of 2012 applies to private employers. For a project manager, plan around:

• Annual leave of 30 days per year.
• Sick leave each year: 15 days on full pay, 20 days on half pay, then 20 days without pay.
• Maternity leave: 60 days with pay, and up to 15 days further without pay.
• Weekend days: Friday and Saturday.

Projects rarely respect leave calendars. Agree in the contract how leave is scheduled around milestones, go-lives and handovers, and nominate a deputy who can act for the project manager. Construction sites often work Saturdays, and technology go-lives often happen over the weekend; set out how compensatory rest works.

End-of-service for expat employees moved to a Social Insurance Organization fund in March 2024. We have not verified the detailed rules, so confirm them with SIO when you add the project manager to payroll. • Project managers already in Bahrain. Those finishing a project often want the next one, and LMRA rules allow them to change employer. They know local clients, consultants and vendors.
• LinkedIn. Search by project type and certification, and look at the projects listed rather than the title.
• Job boards. Post on MenaJobs, Bayt and GulfTalent with the project type, contract form or delivery method in the first sentence.
• The Eastern Province. Project managers based in Dammam or Al Khobar sometimes take Bahrain roles and commute over the causeway, especially for industrial projects.

Common mistakes when hiring a project manager in Bahrain

• Crossing the divide. A strong technology PM is not a construction PM, and the reverse.
• Hiring on certificates alone. PMP shows knowledge of a framework, not the ability to recover a late project.
• Not checking CPEP needs. For engineer-titled construction roles, start registration early.
• Static resource budgets. The LMRA fee rises each year to 2029.
• Weak references. Speak to clients and sponsors, not just former HR teams.
• No local stakeholder knowledge. Ask how they handled authority approvals or regulators in Bahrain.

Project Manager job ad outline for Bahrain

The fastest way to attract the wrong project managers is a generic ad. Use this structure:

1. Project type: construction, infrastructure, industrial, technology or business change. Name the project, or describe it if confidential.
2. Size and complexity: describe in words the team size, number of vendors or subcontractors, and duration.
3. Delivery method: contract form for construction, or delivery approach for technology.
4. Authority: who the role reports to and what it can approve.
5. Credentials: CPEP registration for engineer-titled construction roles; PMP, PRINCE2 or agile credentials where relevant.
6. Authorisation: LMRA sponsorship available, or a preference for candidates already in Bahrain.

Screening points for an early call:

• Tell me about a project that went off track. What did you do in the first week?
• How did you handle a client or sponsor who wanted scope added without time or budget?
• Which contract form or delivery method have you used most, and where did it hurt you?
• How do you report status to executives?
• Have you worked with Bahraini authorities, regulators or government clients?

For a final round, give the candidate a one-page project status: a slipped milestone, an unhappy client email, a vendor claim and a resource gap. Ask them to prepare a short recovery plan and the message they would send to the sponsor. Look for honesty about the delay, clear options with trade-offs and a realistic timeline described in steps rather than promises.

End the ad by asking candidates to list their last few projects with role, type and outcome in one line each. Project managers who cannot summarise their own history clearly often struggle to report status clearly too.
