We are currently recruiting for a QHSE Officer-Facilities Management Soft Services to join our Total Facilities Management in Dubai.
Scope: The QHSE Officer will be responsible for developing and implementation of Health & Safety Management system at Transguard worksites and ensure its compliance with International Safety Standards (ISO 45001 & 14001). This position will develop guidelines in coordination with HSE Manager for the HSE management of operations and standards. QHSE officer will be a provider of information, giving technical guidance on all Health, Safety, Wellbeing and Environmental matters, identifying and advising on current and future requirements and ensuring that systems, policies and processes are in place to prevent incidents and support the continuing development of a HSE culture across the organization.
Financial
• Implementation of Organizational and client HSE policy, procedures in compliance to ISO 45001:2018, 14001:2015 and any other HSE standard applicable to work side.
• Advise the business on health & safety matters and assist them in the implementation of health & safety management system.
• Conduct periodic safety inspections for identification of HSE hazards at workplace, premises and ensure these hazards are minimized by implementing adequate control measures.
• To ensure compliance with applicable legal requirements pertaining to Health, Safety and Environment. Manage and coordinate all HSE matters related to Business Units incompliance with HSE requirement ex. Specification, safety code, legal requirement, and TG policies, procedures.
• Carry out regular site visits to the TG accommodations to ensure the safety standards are implemented & practiced.
• Carry out building safety assessments for TG accommodation.
Customer
• Coordinate within business unit to conduct occupational risk and opportunity, environmental aspects and impact assessment for prudently managing HSE risks & creating Opportunities for continual improvement in their respective areas.
• Work closely with the TG client’s health & safety representatives to ensure TG staffs are aware and following their health & safety procedures. Attend client meetings whenever required.
• To carry out HSE awareness training sessions within organization to promote safety culture and to carry out, arrange job specific training for Operatives.
• To verify permit to work system and implement safe system of work for ensuring operational activities are carried with all safety precautions in place. Where applicable.
• Any other business-related task assigned by line manager.
Process
• Prepare all the necessary HSE documents as per the client & legal requirements for any new sites before the mobilization and ensure they are followed and regularly revised to include any changes.
• Conduct internal audits as per schedule and attend audits with the external auditors & clients whenever required.
• Ensure that all HSE related data is maintained on the shared folder, share point in a timely manner.
Innovation
• Investigate HSE incidents and noncompliance events to determine root cause and recommend remedial action to prevent reoccurrence. To identify any patterns in lagging indicators that may require further investigation and improvement across the business and within individual business units.
• Ensure the tracking and maintenance of all records & documents related to the HSE such as training, investigation reports etc.
Selection Criteria
• 4-5 years of experience in similar field.
• Bachelor’s degree in science, HSE or equivalent from recognized university.
• Any Recognized qualification in HSE such as NEBOSH IGC or NVQ etc.
• Lead internal Auditor qualification in HSE management system (ISO 45001, 14001).
• Basic First aid and Fire Fighting training.
• Any internationally accredited environment certificate will be preferable.
• Good knowledge in implementing HSE standard including policy, procedures, ISO standard such as ISO 45001, 14001 etc.
• Working knowledge of project execution and technical knowledge of safety systems such as Firefighting system.
• Knowledge of the UAE HSE legislation, code of practice & municipality guidelines, OSHAD and other emirates HSE regulations.
• Holding valid UAE driving license.
• Good communicator written and spoken.
• Excellent knowledge of MS office.
• Good at writing reports.

Requirements
