Job Description

We invite you to join the world of luxury hospitality at Raffles & Fairmont Doha as our new People & Culture Manager.

The People & Culture Manager at Raffles & Fairmont Doha is responsible for supporting the strategic and operational management of the Human Resources function, fostering a positive workplace culture, and ensuring an exceptional colleague experience across both luxury hospitality properties.

The role acts as a strategic HR business partner to department heads and leadership teams, ensuring that people strategies align with business objectives, luxury service standards, and the values of Raffles and Fairmont.

The position focuses on talent acquisition, colleague engagement, learning and development, performance management, employee relations, succession planning, and compliance with Qatar Labour Law.

Key Responsibilities:

• Partner with the department heads on HR strategies and people-related business objectives
• Manage employee relations, grievances, disciplinary procedures, investigations, and conflict resolution
• Ensure compliance with Qatar Labour Law, Accor policies, and internal HR procedures
• Oversee employee retention, succession planning, workforce planning, and organizational effectiveness
• Manage performance appraisals, promotions, transfers, and performance improvement plans
• Oversee payroll, compensation and benefits, salary reviews, leave administration, and end-of-service settlements
• Drive employee engagement, recognition, wellbeing, and colleague satisfaction initiatives
• Oversee colleague accommodation, welfare, transportation, and working conditions
• Monitor HR KPIs, headcount, employee turnover, absenteeism, and departmental manpower costs
• Manage employee contracts, personnel files, visa requirements, and government-related documentation
• Handle employee exit procedures, final settlements, and exit interviews
• Advise management on HR matters, organizational challenges, and effective people management practices
• Conduct HR audits and ensure consistent implementation of policies and procedures across both properties
• Promote a positive, inclusive, and high-performance workplace culture aligned with Raffles, Fairmont, and Accor values

Qualifications

What will you bring to this role?

• Bachelor's degree in Human Resources, Business Administration, or a related field
• Minimum 5 years of progressive HR experience, preferably within luxury hospitality
• Previous experience in an HR leadership role
• Strong knowledge of Qatar Labour Law and GCC employment regulations
• Proven experience in employee relations, disciplinary procedures, and workplace investigations
• Strong understanding of compensation, benefits, payroll, and HR administration
• Experience managing colleague welfare, accommodation, and employee engagement
• Knowledge of HR policies, procedures, compliance, and organizational practices
• Strong leadership, communication, interpersonal, and problem-solving skills
• Proficiency in HR systems, MS Office, and HR reporting
• Fluency in English; Arabic is an advantage
• CIPD, SHRM, or equivalent HR certification is preferred
