To lead the delivery Health, Safety, and Worker Welfare (HSWW) across Qiddiya's active construction portfolio, ensuring the effective implementation of HSWW standards, driving construction safety compliance and assurance, and overseeing incident response and worker welfare practices.
Construction Safety Oversight and Risk Management
- Ensure health and safety requirements established during the pre-construction phase, including Safety in Design outputs and contractor pre-qualification conditions, are actively integrated into construction execution activities across all active delivery programs, directing site teams and contractors to address identified risks before and during construction, in alignment with enterprise HSWW standards.
- Oversee health and safety risk assessments for construction execution activities across all active programs, directing the assessment of site-specific hazards, construction methodologies, and project risk profiles to ensure appropriate controls are in place before high-risk activities initiate.
- Lead the execution of delivery-phase safety audits and inspections in alignment with the enterprise assurance framework, directing selective audits based on contractor and vendor risk profiles and the safety sensitivity of the assets being delivered, to identify non-conformances and escalate findings to relevant stakeholders.
- Ensure compliance with applicable national and international safety standards, worker welfare standards, and KSA labour laws across all delivery activities, directing regular compliance audits in alignment with the enterprise standardized audit approach and ensuring corrective action is taken where deviations are identified.
Site Inspection, Personal Protective Equipment (PPE), and Corrective Action Management
- Lead the delivery HSWW inspection program across all active construction sites, directing regular inspections of workplace conditions, risk mitigation measure effectiveness, and adherence to safe work practices, to verify that enterprise HSWW standards are consistently applied across all contractors and delivery partners.
- Oversee the PPE program across all active delivery programs, including the management of PPE procurement, distribution, compliance monitoring, and record-keeping, to ensure the construction workforce is protected across all site activities at all times.
- Monitor corrective actions arising from site inspections, audits, incidents, safety simulations, and worker welfare grievances, ensuring all identified actions are assigned, progressed, and closed out within required timeframes to prevent recurrence and demonstrate continuous safety improvement.
Incident Investigation and Crisis Response
- Lead the investigation of health and safety incidents involving on-site workers, by adhering to the enterprise incident investigation hierarchy, directing root cause analysis, incident classification, escalation measures, and the development of lessons learned for site-level incidents.
- Oversee the implementation of corrective and preventive actions arising from incident investigations, ensuring findings are communicated to relevant stakeholders, and that lessons are escalated relevant stakeholders for organization-wide dissemination.
- Lead site-based crisis communication and coordinate regulatory reporting in the event of serious incidents, ensuring that internal leadership, government authorities, and relevant regulatory bodies are informed accurately and in a timely manner in compliance with applicable reporting obligations.
- Ensure the provision of emergency medical response capability for construction-related incidents across all active delivery programs, liaising with relevant stakeholders on medical services coverage and escalating any gaps in emergency response readiness to ensure workforce protection.
Delivery Safety Performance Monitoring and Occupational Health
- Validate delivery HSWW key performance indicators, maintain performance dashboards, and consolidate safety data across all active construction programs, feeding accurate and timely performance information into the enterprise centralized reporting framework in order to support safety decision-making.
- Define and maintain occupational health standards and guidelines applicable to Qiddiya's active delivery programs, ensuring health monitoring, exposure surveillance, and occupational health compliance requirements are embedded within contractor obligations and consistently applied across all active construction sites.
- Liaise with relevant stakeholders to ensure delivery safety performance data, incident trends, corrective action status, and compliance outcomes are accurately reported and fed into the HSWW Project Control Group and leadership reporting cycles on a regular basis.
Skills and experience required:
- Demonstrates fluency in written and verbal English, with proficiency in Arabic preferred.
- Interprets complex information and analysis to guide functional strategy, inform decision-making, and address ambiguity within the scope of the function.
- Manages relationships with internal and external stakeholders, facilitating cross-functional collaboration and ensuring alignment on priorities and initiatives.
- Leads teams to deliver high-quality work, promoting accountability, performance management, and continuous improvement.
- Applies advanced knowledge of national and international construction safety standards, KSA labour laws, and occupational health frameworks applicable to active construction programs.
- Demonstrates deep technical expertise in construction delivery safety management, encompassing site safety oversight, risk assessment, audit and inspection, PPE governance, and incident investigation.
- Demonstrates strong incident governance and crisis management capabilities, ensuring significant safety events are appropriately responded to, investigated, and addressed to protect people, maintain compliance, and strengthen organizational resilience.
- A minimum of 18 years of experience in health, safety, and worker welfare in large-scale international construction delivery projects, or related fields is required, including relevant years in a leadership role.
- Demonstrated experience leading construction delivery safety functions within complex and diverse construction environments, including on-site safety oversight and risk assessment, compliance audit and inspection, PPE management, incident investigation and root cause analysis, corrective action management, crisis communication, occupational health standards application, and safety performance.
- Professional certifications or memberships with recognized health, safety, construction, or occupational health institutes (e.g., NEBOSH, IOSH, CMIOSH, CIOB) are preferred.
- Preferred: Master’s degree in Health and Safety, Engineering, Occupational Health, or a related field.
- Required: Bachelor’s degree in Health and Safety, Engineering, or a related field
