Workforce Planning Specialist

Role Summary

The WFP Specialist is responsible for planning, forecasting, and coordinating manpower requirements across multiple projects, divisions, clients, and support departments. The position will monitor workforce availability and utilization, coordinate manpower deployment, transfers, mobilization and demobilization, and identify manpower shortages or surpluses. The role will work closely with Projects, Operations, HR, Recruitment, and Department Heads to ensure the effective allocation and utilization of manpower while supporting workforce planning, reporting, and manpower cost control.

Key Responsibilities

• Prepare and maintain company-wide manpower plans and forecasts.
• Monitor manpower requirements for projects, divisions, and office/support departments.
• Coordinate manpower allocation, deployment, transfers, mobilization, demobilization, and redeployment.
• Monitor available, deployed, on-leave, idle, and underutilized manpower.
• Identify manpower shortages and surpluses and recommend internal transfers or recruitment.
• Coordinate manpower supply requirements and employee deployment to clients/other companies.
• Work closely with Projects, Operations, HR, Recruitment, and department heads to forecast upcoming manpower needs.
• Track employee assignment dates, project completion dates, contract requirements, and expected releases.
• Prepare planned vs. actual manpower reports, manpower histograms, utilization reports, and management dashboards.
• Support optimum workforce utilization and manpower cost control.Qualifications, Skills and Experience

• Bachelor’s degree in human resources, Business Administration, Engineering, or related field.
• Minimum 3–5 years’ experience in manpower/workforce planning, preferably in construction, contracting, manpower supply
• Strong experience in manpower forecasting, deployment, resource allocation, mobilization/demobilization, and workforce utilization.
• Experience with workforce planning software is an advantage.
• Advanced knowledge of Microsoft Excel; Power BI knowledge is an advantage.
• Experience with ERP/HRIS systems is preferred.
• Strong analytical, numerical, reporting, and coordination skills.
• Ability to manage manpower requirements across multiple projects, clients, and departments simultaneously.Key Skills:
