National Civil Aviation Security Programme Responsibilities
Advice on the review and development of National Civil Aviation Security Policy, Civil Aviation Regulations, National Civil Aviation Security Programmes to ensure consistence with requirements of National Civil Aviation Facilitation Programme (NCAFLAP) and Annex 9 – Facilitation Standards and Recommended Practices. Advise on the review of aviation security aspects in regard to issue and renewal of Aircraft Operators Certification (AOC) and Aerodrome Certification (AC) to ensure minimum interference with related facilitation aspects.
National Civil Aviation Facilitation Programme responsibilities
Advice on the review and development the National Civil Aviation Facilitation Programme (NCAFALP). Advice on the coordination of the National Civil Aviation Facilitation Programme (NCAFALP). Participate in compliance monitoring of Annex 9 Facilitation SARPs and where necessary identify differences for the notification to ICAO. Support airport operators and concerned entities to ensure the efficient management entry and departure of aircraft, crew, passenger and cargo are at airports are facilitated to prevent unnecessary delays without compromise of appropriate security requirements. Advise on the development and review of facilitation documents and policy, including review of ICAO working papers.
Undertake any other matters related to civil aviation facilitation as assigned by the line manager, including contribution and participation in facilitation related forums
Continuous Improvement
Contribute and participate in the development implementation and maintenance of the National Civil Aviation Security Quality Control Programme (NCASQCP) to determine the level of compliance with, and to validate the effectiveness of, the National Civil Aviation Security Programme. Contribute and participate in the review and development of National Civil Aviation Security Policy, Civil Aviation Regulations and other national security and facilitation requirements to ensure compliance with ICAO Annex 17 – Security Standards and Recommended Practices. Participate in planning, development, and implementation of oversight activities in accordance with the oversight plans. Participate in the review of oversight reports, identify, and categorise deficiencies and recommend corrective action. Participate in follow-up audits and inspections to verify implementation of corrective actions.
Internal Surveillance Programe & External Audits
Implement corrective actions raised against the sectors under the internal surveillance programme to ascertain with international standards and continuous improvements. Support the administration of activities by external entities on request.
Document Management Maintain records of relevant reports, certifications, and general correspondence to ensure proper document management.
KNOWLEDGE AND EXPERIENCE:
Preferably a degree from a University/College or professional qualification in aviation security, facilitation or any relevant discipline with 5 years’ experience in a similar environment.
