Job Description

The Senior NOC Engineer is responsible for managing all NOC, permit, and authority coordination activities for Dubai Municipality (DM) infrastructure projects, ensuring full compliance with DM standards and other UAE regulatory authorities. The role supports the successful planning, execution, and delivery of roads, utilities, and associated infrastructure works through effective authority liaison and technical coordination.

• Act as the primary liaison with Dubai Municipality (DM) and other relevant authorities including RTA, DEWA, and service providers.
• Prepare, submit, track, and secure NOCs, permits, and approvals through DM and authority online portals.
• Obtain approvals for utility diversions, NDRC works, stormwater, sewerage lines, asphalt cutting permits, and traffic diversion plans.
• Handle technical clarifications, authority comments, and approval conditions to prevent delays.
• Review and approve design drawings, shop drawings, method statements, and technical submittals in compliance with DM codes, project specifications, and authority standards.
• Coordinate with consultants and authorities to resolve design conflicts and compliance issues.
• Ensure all infrastructure works align with DM guidelines, safety regulations, and environmental requirements.
• Coordinate with internal teams, consultants, contractors, corporate clients, and authority representatives.
• Organize and attend coordination meetings with DM and other governing bodies to resolve design and site-related issues.

Qualifications

• Bachelor’s Degree in Civil Engineering or related discipline.
• Minimum 8-10 years of experience, with proven hands-on experience in Dubai Municipality (DM) projects.
• Extensive background in infrastructure works, including roads, NDRC, utilities, drainage, and municipal services.
• Strong working knowledge of DM regulations, approval workflows, and authority portals.Skills & Competencies

• Expert knowledge of DM NOC and permit procedures
• Strong coordination and stakeholder management skills
• Sound understanding of infrastructure design and utility interfaces
• Ability to manage multiple authority approvals under tight deadlines
• Strong problem-solving, communication, and reporting skills
