Essential Duties and Responsibilities
Ā· Assist in preparation of business cases for new items of work.
Ā· Collaborate with project stakeholders to develop and implement procurement strategies.
Ā· Develop and manage tender documentation, including pricing schedules and contract terms.
Ā· Assist in the review of financial proposal tender returns.
Ā· Conduct thorough cost analyses and feasibility studies to support project decision-making.
Ā· Evaluate contractor bids and provide recommendations for contract awards.
Ā· Negotiate contract terms and conditions to optimize project outcomes.
Ā· Ensure that letters of award and regret letters are issued to bidders
Ā· Conduct contract handover meetings with the clientās procurement team and produce minutes of the meeting.
Ā· Ensure performance bonds and advance payment bonds are received and in place for awarded contract and maintain a database for same.
Ā· Issue notices to proceed in accordance with the contract.
Ā· Review and approve subcontractors or subconsultants in line with contractual requirements.
Ā· Monitor and report on project costs, budgets, and financial forecasts throughout the project lifecycle.
Ā· Manage contractual relationships with contractors and suppliers, ensuring compliance with contract
Ā· Identify and assess risks associated with project execution and recommend mitigation strategies.
Ā· Handle variations, claims, and disputes in collaboration with project teams.
Ā· Provide regular updates to senior management on commercial performance and key issues.
Ā· Ensure timely processing of interim payment applications (IPA) and interim payment certificates (IPC).
Ā· Issue notices for delays and deduct penalties as per contract terms.
Ā· Perform contract closeout tasks and update the contracts register upon final discharge.
Ā· Ensure retention monies are released, and bonds or securities are returned in accordance with the contract.
Ā· Liaise with QIC internal teams, including procurement, legal and finance, to ensure alignment to commercial objectives.
Ā· Foster positive relationships with external stakeholders, including clients, contractors, and regulatory bodies.
Ā· Develop and maintain weekly action plans for live tasks.
Ā· Regular commercial meetings with contractors/consultants to ensure proactive management of commercial actions.
Ā· Monthly cash flow reporting and updates to the contracts register for inclusion in the monthly report.
Ā· Ensure timely correspondence management ā ensure responses are issued in line with contractual deadlines
Ā· Oversee workload and commitments of Assistant Commercial Manager, and support their professional development
Requirements
Ā· Minimum of 8 years of proven experience in commercial management
Ā· Strong understanding of construction contracts, commercial law, and risk management principles.
Ā· Bachelors Degree in Quantity Surveying or Equivalent
Ā· Excellent negotiation, communication, and interpersonal skills.
Ā· Proficient in financial management and cost control, with good analytical and problem-solving abilities.
Ā· Ability to work independently and as part of a team
