Role Overview
The Estimation / Contracts Manager will be responsible for overseeing pre- and post-contract commercial functions, including cost estimation, tendering, contract administration, and commercial risk management.
This role will ensure projects are delivered within approved budgets while maintaining contractual compliance and protecting the company’s commercial interests.
Key Responsibilities
Pre-Contract (Estimation & Tendering)
• Lead cost planning, budgeting, and feasibility estimates for residential, commercial, and mixed-use developments
• Prepare detailed BOQs and cost breakdown structures
• Manage tender documentation, evaluation, and contractor selection processes
• Conduct cost benchmarking and market rate analysis
• Provide value engineering recommendations to optimize cost without compromising quality
• Liaise with consultants, architects, and engineering teams to ensure accurate scope definitionPost-Contract (Contracts & Commercial Management)
• Draft, review, and negotiate contracts with contractors, consultants, and suppliers
• Administer contracts in line with FIDIC and UAE construction standards
• Manage variations, claims, extension of time (EOT), and dispute resolution processes
• Monitor project cost performance and cash flow forecasts
• Evaluate and certify contractor payment applications
• Ensure compliance with contractual obligations and mitigate commercial risksStakeholder Management
• Work closely with project managers, finance, procurement, and legal teams
• Provide regular commercial reporting to senior management
• Support audits and ensure governance complianceRequirements
Requirements
• Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or related field
• 10+ years of experience in estimation and contracts management within real estate development or main contracting
• Strong experience managing large-scale residential or mixed-use developments in the UAE
• Proven expertise in FIDIC-based contracts
• Strong knowledge of UAE construction regulations and commercial practices
• Excellent negotiation and stakeholder management skills
• Proficiency in cost management software and MS Office
• RICS or equivalent professional certification is preferred
