Job Description
We are seeking an experienced and strategic Specialist - PMIS to join our dynamic team in Makkah, Saudi Arabia. With 10+ years of expertise in project controls, you will play a pivotal role in establishing, maintaining, and continuously improving our project control systems, processes, and procedures. You will serve as a subject matter expert, ensuring our projects remain on schedule and within budget while maintaining the highest standards of accuracy and compliance. You will work collaboratively with project teams, stakeholders, and management to deliver comprehensive project performance analysis, insightful dashboards, and actionable recommendations that drive organizational project success and operational excellence.
• Develop, implement, and maintain enterprise-level project control systems, processes, and standardized procedures aligned with organizational standards and industry best practices
• Design and manage comprehensive project templates and control frameworks that ensure consistency, scalability, and compliance across all projects
• Create and manage advanced project dashboards and reporting systems that provide clear visibility into project performance metrics, including schedule variance, cost variance, and earned value management (EVM) indicators
• Monitor and analyze project performance data, translating complex metrics into clear visualizations and strategic insights for stakeholder decision-making
• Prepare detailed project status reports, forecasts, and performance dashboards for project managers and senior stakeholders
• Manage project budgets, track expenditures, and identify cost-saving opportunities while maintaining robust financial controls and audit compliance
• Conduct advanced schedule analysis, identify critical path activities, and recommend mitigation strategies for schedule risks and delays
• Perform comprehensive risk assessment and analysis to support proactive project management and informed strategic decision-making
• Collaborate with project managers, finance teams, and operational departments to ensure accurate data collection, validation, and reporting integrity across all control systems
• Ensure compliance with company policies, contractual requirements, and regulatory standards throughout project execution
• Utilize advanced project management software and business intelligence tools to automate reporting, enhance data accuracy, and drive operational efficiency
• Lead process improvement initiatives and implement innovative solutions to enhance project controls effectiveness and organizational capability
• Mentor and develop junior project controls staff, fostering knowledge sharing, capability building, and continuous improvement culture within the organization
• Establish and manage data governance protocols, system security standards, and access controls to ensure PMIS integrity, confidentiality, and regulatory compliance
• Develop and deliver comprehensive training programs and change management strategies to facilitate adoption of new project control systems, processes, and tools across the organization
• Oversee baseline management procedures, change control processes, and configuration management to maintain project documentation accuracy and historical data integrity
Qualifications
**Required Qualifications:**
• Bachelor's degree in Information Technology, Computer Science, Engineering, Project Management, or related technical field
• Minimum 10 years of professional experience in project management information systems (PMIS), project controls, or related field
• Proven expertise in PMIS implementation, configuration, administration, and system optimization
• Advanced proficiency with enterprise project management software platforms (Microsoft Project, Primavera P6, or equivalent PMIS solutions)
• Demonstrated experience designing and maintaining project dashboards, reporting systems, and data visualization frameworks
• Strong technical knowledge of database management, data architecture, and system integration principles
• Comprehensive understanding of project management processes, procedures, and industry best practices
• Solid knowledge of Earned Value Management (EVM) principles and PMIS-based EVM calculations
• Advanced Excel skills with ability to create complex models, automated reports, and data integration solutions
• Strong analytical and problem-solving capabilities with meticulous attention to detail
• Excellent written and verbal communication skills with ability to present technical concepts to various stakeholder levels
• Proven ability to work independently and collaborate effectively with cross-functional teams
• Experience establishing data governance protocols, system security standards, and managing baseline and change control processes**Preferred Qualifications:**
• Project Management Professional (PMP) certification or equivalent credential
• Advanced proficiency with business intelligence and data visualization tools (Tableau, Power BI, or similar)
• Expertise with enterprise resource planning (ERP) systems integration (SAP, Oracle, or similar)
• Experience with PMIS customization, API development, or system workflow automation
• Experience working on large-scale projects in the Middle East region
