Dynamic and experienced Project Manager to oversee the implementation of innovative smart city services. This role is critical in coordinating and managing Qiddiya’s smart city delivery projects, integrating advanced technology with infrastructure to create efficient and sustainable urban environments.
The ideal candidate is not expected to be deeply technical but should possess a strong understanding of the Master System Integrator (MSI) lifecycle, including design-build-operate and design-build-transfer models, as well as expertise in artefact delivery and review processes.

Digital Foundation: Ensuring the city’s physical-to-digital infrastructure (networks, IoT, data centers) is resilient, compliant, and cost-efficient.
Key Responsibilities
• Lead the planning and execution of smart city service projects across Qiddiya districts, ensuring delivery is on time, within scope, and within budget.
• Oversee complex ICT deployments, including city-wide 5G/6G integration, IoT sensor networks, and core infrastructure systems.
• Manage end-to-end commissioning and formal handover of ICT systems, ensuring a seamless transition from build phase to Operations & Maintenance (O&M) with minimal to zero disruption.
• Represent City Operations IT within Asset Infrastructure Design & Delivery and Technical Design Working Groups to ensure ICT requirements are embedded in physical development.
• Navigate and enforce technical Stage-Gate processes, ensuring full compliance of architecture, security, and deployment approvals.
• Coordinate with cross-functional stakeholders (engineering, urban planning, contractors) to ensure seamless ICT integration into the built environment.
• Manage the Master System Integrator (MSI) lifecycle, overseeing design-build-operate-transfer (DBOT) phases for critical smart city services.
• Ensure rigorous quality control across all deliverables, leading structured artefact review processes aligned with international standards.
• Collaborate with QTECH and relevant business units to mitigate risks related to system integration and large-scale deployments.
• Provide regular project updates and performance reports to executive leadership and the City Operations IT PMO.
• Manage complexities of large-scale urban programs, including procurement/RFP cycles, regulatory compliance, and on-site coordination.
• Maintain comprehensive project documentation, including accurate “as-built” records and progress tracking for all ICT infrastructure.Requirements
• Bachelor’s degree in Business Administration, Management, or a related field.
• Minimum of 10 years’ experience as a Programme/Project Manager, preferably within smart city or large-scale infrastructure projects.
• Strong understanding of the Master System Integrator (MSI) lifecycle, including design-build-operate and design-build-transfer models.
• Proven experience in managing the delivery and review of project artefacts.
• Familiarity with systems integration and smart service deployment in urban environments.
• Strong leadership, communication, and organisational skills.
• Demonstrated ability to work cross-functionally with diverse teams and stakeholders.
• Strategic thinker with a strong analytical mindset.
• Solid understanding of vendor management and SLA frameworks.
• Professional certifications such as MSP, P3O, and MoP are preferred.
• Proficiency in MS Project and Primavera P6
Additional Requirements
• PMP, PRINCE2, or equivalent project management certification.
• Experience in system verification, validation, and commissioning processes.
• Strong understanding of critical infrastructure security standards.
• Proficiency in Aconex or similar document management systems.
