About the Role:
A major construction and contracting organization in the UAE is seeking an experienced Procurement Director to lead and manage the full procurement function across multiple civil, infrastructure, and MEP projects. The ideal candidate will bring strong industry expertise, extensive supplier networks, and proven capability in strategic sourcing, cost optimization, contract negotiations, and handling the end-to-end procurement lifecycle in construction.
Key Responsibilities:
Procurement Leadership & Strategy
• Drive the procurement strategy in alignment with project schedules, cost objectives, and company goals.
• Lead full lifecycle procurement of construction materials, equipment, subcontractors, and services.
• Establish and enforce procurement policies, procedures, and controls consistent with company standards and UAE regulations.
• Advise senior leadership on sourcing strategies, cost-saving opportunities, and supplier performance.
Vendor & Supplier Management
• Build and maintain relationships with local and global suppliers, contractors, and service providers.
• Conduct vendor evaluations and maintain an approved supplier roster.
• Lead negotiations to secure optimal value, quality, and delivery terms.
• Monitor supplier performance and compliance with contract terms.
Project Procurement & Coordination
• Partner with Project Managers, Engineering, Planning, and Finance teams for timely materials and services delivery.
• Oversee procurement for civil, infrastructure, structural steel, concrete, MEP, joinery, finishing items, and heavy equipment.
• Ensure procurement activities support project timelines and cost targets.
• Manage procurement schedules and delivery tracking across multiple projects.
Cost & Risk Management
• Perform cost benchmarking, price comparisons, and market analysis.
• Identify and mitigate procurement risks affecting delivery or pricing.
• Implement cost-control and value engineering initiatives.
• Maintain strict budget discipline within procurement.
Contracts & Compliance
• Oversee tendering, bidding, RFP/RFQ processes, reviews, and final award recommendations.
• Collaborate with legal to draft, review, and finalize contracts.
• Ensure compliance with internal policies, HSE standards, and UAE procurement regulations.
Team Leadership
• Lead, mentor, and develop a high-performing procurement team.
• Strengthen discipline, accountability, and continuous improvement in procurement processes.
Requirements
• Bachelor’s Degree in Civil Engineering, Construction Management, Supply Chain or related field.
• Minimum 12–18 years of procurement experience in the UAE construction industry; at least 5 years in a senior managerial role.
• Strong knowledge of civil construction materials, MEP items, infrastructure components, and subcontracting works.
• Proven experience with large-scale projects such as buildings, villas, infrastructure, utilities, industrial or commercial developments.
• Excellent negotiation, vendor management, and contract management skills.
• Strong analytical, financial, and cost-control capabilities.
• Solid understanding of ERP-based procurement workflows (SAP, Oracle, Odoo, etc.).
• Strong communication and leadership abilities.
