KEY ACCOUNTABILITIES:
Description
Process Safety
• Develop, implement, and maintain Process Safety Management (PSM) programs, procedures, and industry standards tailored to Steel Industry requirements.
• Facilitate and coordinate Process Hazard Analysis (PHA) activities, including HAZOP, LOPA, Bow-Tie, HAZID, FMEA, SIL, and QRA studies; maintain risk registers and ensure timely closure of actions.
• Govern Management of Change (MOC) and lead Pre-Startup Safety Reviews (PSSR), ensuring all process modifications meet safety requirements.
• Assure Safety Critical Elements (SCE) performance standards and compliance with Inspection, Testing, and Preventive Maintenance (ITPM) plans.
• Rationalize alarms, manage alarm KPIs and reduce nuisance/standing alarms.
• Lead and coordinate incident investigations, implement corrective and preventive actions, and share lessons learned across the organization.
• Coordinate and review emergency drills, dispersion, fire and emergency response scenarios.
• Ensure compliance with all relevant statutory, regulatory, contractual, and company requirements, including international certifications (ISO 45001, ISO 14001) and standards (IEC 61511, API, NFPA, ISA 18.2, OSHA PSM).
• Coach operators/engineers, conduct training sessions, foster process safety culture.
• Lead and conduct internal and external audits of the PSM system, and manage periodic assurance activities to maintain license to operate.
• Ensure that Qatar Steel retains its license to operate, including but not limited to ISO 45001 Certification, and ISO 14001.
• Meet health, safety, environmental standards and operational targets to ensure that staff are provided with a safe working environment.
• Supervise site compliance with health, safety, and environmental standards, providing a safe working environment for all staff.
• Review plans and specifications for new machinery and equipment to ensure compliance with safety requirements.
• Identify and correct potential hazards by inspecting facilities, machinery and safety equipment.
• Conduct hazard identification, risk management, incident reporting, and emergency response activities.
• Ensure products and processes comply with health and safety regulations.
• Execute safety measures and safety programs according to safety standards in emergency cases, as directed by the HSE Manager.
• Participate in planning and updating the department’s Balanced Score Card and Risk Management system.
• Provide training and coaching on process safety management elements to operators, engineers, and colleagues, fostering a strong process safety culture.
• Good understanding on Risk Profiling, Consequence Assessment, Criticality Assessment etc.
• Manage and conduct periodical Process Safety Management audits and assurance activities.
• Ensure that the 14 elements of Process Safety Management system are updated and complied .
Team Supervision
• Guide and mentor team members, facilitate knowledge sharing and ensure efficient achievement of team objectives.
Budgeting and Financial Performance
• Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.
Policies, Systems, Processes & Procedures
• Provide inputs and implement policies, systems, and procedure for the assigned team so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
Continual Improvement
• Identify and implement opportunities for continual improvement and sustainability of systems, processes and practices, considering global standards, productivity and cost reduction.
Reporting
• Prepare Safety and process safety reports and present to management.
• Provide weekly project reports as and when applicable.
• Prepare and present safety and process safety reports to management and external stakeholders (Qatar Energy, QE/MIC, His Excellency Reports).
• Provide periodic project updates and comprehensive KPI data reports.
Health, Safety & Environment
• Comply with all relevant safety, policies, procedures, and controls to ensure a healthy and safe work environment.
Related Assignments
• Perform other related duties or assignments as directed by the Manager HSE.
QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications:
• BSc in Chemical/Mechanical/Process Engineering (or related).
• Preferred Certifications: NEBOSH, TUV Functional Safety, CCPS Process Safety Certification
• Detailed understanding of OSHA 14 element Process Safety Management System and CCPS Risk Based Process Safety Management Elements.
• Required Certification - NEBOSH IGC, NEBOSH PSM, PHA Facilitation, Incident Investigation Facilitation, ISO Lead Auditor, PSM Auditor, DNV PHAST-SAFETI, CCPS Process Safety Professional, Exida or TUV Functional Safety Engineer.
Minimum Experience:
• Minimum of 10 years’ experience in Process Plant operations, Process Safety and Process Risk Management, including Safety Audit and Assurance activities within manufacturing environments—preferably in Steel Plants or the Oil & Gas/Petrochemical sectors.
• Proven expertise in facilitating Process Hazard Analysis (PHA) and Layer of Protection Analysis (LOPA), with strong knowledge of functional safety principles.
• Advanced proficiency in process safety and risk management software such as DNV PHAST-SAFETI, PHA Pro, BowTie XP and related applications.
