Job Description
The Construction Manager is responsible for leading and managing multiple infrastructure supervision projects, ensuring successful delivery in terms of safety, quality, program, and financial performance. The role involves overseeing site teams, coordinating with clients and stakeholders, and driving operational excellence across all assigned projects.
Key Responsibilities
Project & Operational Management
• Oversee multiple concurrent supervision projects (infrastructure, utilities, roads, structures, STP, NDRC works).
• Ensure projects are delivered in line with contractual requirements, approved budgets, and timelines.
• Monitor overall project performance, identify risks, and implement mitigation measures.
• Lead regular project reviews with Resident Engineers and site teams.
Team Leadership & Resource Management
• Manage and lead large multidisciplinary teams across multiple projects.
• Plan and forecast resource requirements in coordination with Talent Acquisition and senior management.
• Ensure proper mobilization, deployment, and utilization of staff across projects.
• Mentor Resident Engineers and support their professional development.
Client & Stakeholder Management
• Act as the main point of contact for key clients (RTA, DM, private developers, PMCs).
• Build and maintain strong client relationships and manage expectations.
• Lead high-level meetings with client senior management and stakeholders.
• Handle escalations and resolve complex project and contractual issues.
Commercial & Financial Management
• Oversee project financial performance, including revenue, cost control, and profitability.
• Ensure timely submission of invoices, supported by approved timesheets and documentation.
• Review and negotiate Variation Orders (VOs), contract changes, and additional scope.
• Monitor resource allocation against approved budgets and billing rates.
Technical & Design Coordination
• Ensure effective coordination between site supervision teams and Head Office design teams.
• Oversee resolution of RFIs, design issues, and NOC processes.
• Ensure compliance with authority requirements (DM, RTA, AOR obligations).
• Provide strategic input on complex technical matters and design-related challenges.
HSE & Quality Assurance
• Promote and enforce a strong Safety, Health & Environment (SH&E) culture across all projects.
• Ensure compliance with AECOM HSE and quality standards.
• Drive initiatives such as safety audits, near-miss reporting, and continuous improvement.
• Support achievement of Safety and Quality performance targets across projects.
Governance & Reporting
• Establish and maintain project controls, trackers, and reporting systems (NOC, RFI, design issues, mobilization).
• Provide regular high-level reports to senior management on project status and risks.
• Ensure compliance with internal procedures, authority requirements, and contractual obligations.
Qualifications & Experience
• Bachelor’s Degree in Civil Engineering or related field.
• Minimum 15–20+ years of experience in construction supervision, with strong exposure to infrastructure projects in the UAE.
• Proven experience managing multiple projects and large teams.
• Strong knowledge of Dubai Municipality (DM), RTA requirements, and local authority processes.
• Demonstrated experience in client management, commercial negotiations, and project delivery.
