KEY ACCOUNTABILITIES:
Description
Planning of Port Operations
• Collaborate and coordinate with Planning & Dispatch Department, Iron Making and Maintenance Departments to provide rewarding and diverse itineraries for stakeholder satisfaction.
• Work closely with the on-board Clearance Officers and Captains with regards to Port Operations and negotiate with local authorities to leverage the best location and conditions for the vessel’s call.
• Ensure vessel complies with immigration, customs and legal obligations (cabotage) and support / communicate itinerary changes and information effectively.
• Lead and promote technical development in both port loading & offloading resources and processes in order to ensure continuous development and improvement of the port operations and support the achievement of the production plan.
• Monitor computerized automation system to ensure that all equipment of operational levels are met and maintained in accordance with goals and objectives.
• Control manpower planning and utilization for port operations to ensure that manpower levels are optimally matched to current and future port operations demand.
• Participate in Quality Circle activity, leading and encouraging continuous quality improvement activity.
Meetings and communications
• Liaise internally with other departments to ensure effective communication of issues affecting port operations activities, and implementation of mitigation measures where required.
• Build and maintain good working relationships with key personnel in relevant government bodies and representatives to ensure effective port operation activities in compliance with procedures and policies.
• Attend weekly and monthly Management Meetings in order to liaise and communicate on operational issues with other departments and ensure port operations’ activities meet the needs of the production process on an ongoing basis.
Strategic Contribution
• Ensure effective cascading of the divisional strategy into sectional business plans to ensure vertical alignment and horizontal integration with other interfacing strategies.
• Manage the implementation of the Qatarization program to ensure focused recruitment, development and monitoring of Qatarization KPIs to attract, develop, retain Qatari Nationals to establish a qualified talent pool and support Qatarization targets.
People Management
• Manage the effective achievement of assigned objectives through the leadership of the assigned section by setting of individual objectives, managing performance, developing, and motivating staff to maximise sectional performance.
• Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
Budgeting and Financial Planning
• Manage the preparation and recommend the sectional budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Policies, Systems, Processes & Procedures
• Manage and ensure effective implementation of policies, procedures and controls covering all areas of assigned sectional activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
Continuous Improvement
• Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
• Ensure that all sectional reports are prepared timely and accurately and meet Qatar Steel’s requirements, policies, and quality standards.
Quality, Health, Safety & Environment
• Comply with all relevant safety, quality and environmental management policies, procedures, and controls to ensure a healthy and safe work environment.
Related Assignments
• Perform other related duties or assignments as directed by the Manager Logistics.
QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications:
• Bachelor’s degree in Engineering, Business or equivalent from a reputable university.
Minimum Experience:
• Minimum of 10 years of experience in Port Operations and Bulk Material Handling at senior level.
• Manufacturing/ steel industry experience is preferred.
Job-Specific Skills (Generic / Technical):
• Proficiency in English, Arabic is preferred
• Ability to provide strategic direction and swiftly adapt the plans in line with changing trends.
• Deep understanding of operations in manufacturing business and related industry.
• Advanced leadership skills and ability to manage personnel in a multi-cultural work environment.
