Financial Crime Compliance Analyst
Ebury Dubai Office - Hybrid: 4 days in the office, 1 day working from home per week
Role Overview:
The FCC Analyst operates within the second line of defence, reporting to the MLRO, and is responsible for independent review, challenge, and decisioning on financial crime cases escalated by:
• Group Transaction Monitoring (TM) teams
• First-line FCC / Investigations teams
• Onboarding / KYC escalation channels
The role ensures that all escalations meet regulatory expectations under the Dubai Financial Services Authority AML Rulebook and supports the MLRO in SAR/STR decision-making and reporting.
Core Responsibilities:
SAR / STR Review & Decision Support
• Independently review internal SARs raised by first line / TM teams
• Assess:
• Suspicion threshold (reasonable grounds)
• Completeness and quality of investigation
• Adequacy of supporting evidence
• Provide:
• Clear recommendation to MLRO (file / do not file / further investigation)
• Draft or refine external STR/SAR narratives prior to submission
Escalation Review & Challenge Function:
• Review complex cases escalated from:
• Transaction Monitoring teams (Group level)
• First-line FCC investigation teams
• Challenge:
• Weak rationales for “no suspicion” closures
• Incomplete investigation steps
• Ensure:
• Consistency in decision-making across jurisdictions
• Alignment with firm’s risk appetite
Complex Case Handling (High-Risk / Sensitive Cases):
• Take ownership of:
• High-risk client cases (e.g., complex structures, adverse media, regulatory exposure)
• Sensitive matters (e.g., internal SARs involving key clients or revenue impact)
• Analyse:
• Multi-layered transaction flows
• Cross-border payment patterns
• Third-party payment risks
MLRO Advisory & Decision Support:
• Act as key support to MLRO by:
• Presenting case summaries and recommendations
• Highlighting emerging risks and typologies
• Support MLRO in:
• Regulatory reporting
• Internal escalation committees (if any)
Typology Development & Feedback Loop:
• Identify recurring patterns such as:
• Use of EMI accounts as transit accounts
• Third-party payment abuse
• FX layering across jurisdictions
• Feed insights into:
• Transaction monitoring rules
• Risk appetite adjustments
• Training programs
Regulatory Alignment & Documentation:
• Ensure all case decisions are:
• Well-documented and defensible
• Aligned with Dubai Financial Services Authority expectations
• Maintain audit-ready records for:
• DFSA inspections
• Internal audit reviews
Key Risk Areas:
• Under-reporting or over-reporting of suspicious activity
• Inconsistent SAR decisioning across teams/geographies
• Weak investigation quality from first line
• Cross-border payment misuse (layering, pass-through activity)
• Complex structures (SPCs, funds, nominee arrangements)
Required Skills & Experience:
Technical Expertise:
• Strong experience in:
• SAR/STR decision-making
• Transaction monitoring investigations
• AML frameworks within EMIs/payments
• Deep understanding of:
• Suspicion thresholds
• Regulatory expectations under DFSA AML
