JOB PURPOSELead and govern the Provisional Sums (PS) strategy across Aldarās projects, ensuring cost certainty, transparency, and value optimization.Drive early-stage commercial control, minimizing PS exposure through strategic planning, market intelligence, and disciplined conversion to firm prices.Advise Executive Leadership on risk, cost exposure, market conditions, and mitigation strategies related to provisional and undefined scopes.Establish best-in-class PS governance frameworks, controls, and reporting standards across all asset classesROLES AND RESPONSIBILITIESStrategic Leadership & GovernanceDefine and implement enterprise-wide Provisional Sum strategy, policies, and procedures.Establish clear thresholds, approval authorities, and escalation protocols for PS usage.Ensure PS is used only where justified and aligned with risk management principles. Portfolio-Level PS ManagementOversee PS exposure across all projects, ensuring visibility, consistency, and control.Lead regular PS reviews with development, design, and project teams.Drive reduction of PS values through early engagement, scope definition, and market testing. Market Intelligence & BenchmarkingLead benchmarking of PS allowances against market data, historical projects, and regional trends.Maintain up-to-date intelligence on rates, supply chain risks, inflation, and capacity constraints impacting provisional scopes.Use data to challenge consultantsā and contractorsā PS assumptions.
Design, Scope & Risk ManagementCollaborate with design and technical teams to:Improve scope definition at early stagesReduce design ambiguity leading to PS relianceEnsure PS reflects realistic risk allocation, not design immaturity or poor planning. Cost Control & Commercial AssuranceReview and challenge:PS schedulesCost plans and estimatesTender returns and commercial clarificationsEnsure PS adjustments are fully justified, documented, and approved. Performance Tracking & ReportingEstablish dashboards and KPIs covering:PS % of project valuePS conversion timelinesSavings vs allowancesCost certainty at contract awardDrive accountability through transparent reporting.
Team Leadership & Capability BuildingBuild and lead a high-performing Provisional Sum team.Develop internal capability, tools, templates, and best practices.Mentor senior commercial leaders and promote a culture of commercial discipline and foresightRELATED YEAR OF EXPERIENCE Minimum 18ā20+ years in commercial management, cost planning, procurement, or strategic sourcing.Proven experience managing large, complex development or infrastructure portfolios. YOE IN MANAGERIAL POSITIONMin of 10+ years in senior leadership roles managing multi-disciplinary teams. FIELD OF EXPERIENCELarge-scale developer, PMC, or Tier-1 contractorReal estate development and/or infrastructure projectsStrong exposure to pre-contract, cost planning, and procurement TECHNICAL AND INTERPERSONAL SKILLSExpert-level knowledge of cost planning, provisional sums, and risk managementStrong understanding of contract forms, procurement strategies, and market dynamicsExecutive-level communication, negotiation, and presentation skillsStrategic thinking, decision-making, and governance leadershipHigh ethical standards and commercial judgment QUALIFICATIONBachelor / Masters degree in Civil Engineering, construction management or related disciplineProfessional certification (RICS, CIOB, PMP, or equivalent) preferred
Requirements
