Role Purpose
Lead and coordinate the delivery of corporate support services for this cultural and heritage programme ensuring effective HR operations, procurement coordination, finance support, IT administration, legal coordination, and administrative services to enable smooth day-to-day operations and compliance, in alignment with Qiddiya Group centralized functions.
Key Responsibilities:
Corporate Enablement Leadership & Service Delivery
• Lead the planning, coordination, and continuous improvement of all corporate support services
• Act as the single point of accountability for on-site corporate service delivery, ensuring alignment with operational and programming requirements
• Define service priorities, workflows, and escalation mechanisms to ensure responsiveness and efficiency
• Ensure corporate functions enable operations, particularly during peak periods and major events
• Oversee Cultural Ecosystem responsibilities as part of corporate enablement, including liaising with relevant government entities and external groups in line with prior meeting discussions.
Human Resources Operations
• Oversee end-to-end on-site HR operations, including onboarding, workforce mobilization, employee relations, and HR administration
• Coordinate closely with Group HR on recruitment, manpower planning, policies, and employee lifecycle processes
• Ensure workforce readiness for large-scale events, including seasonal hiring, temporary workforce, and contractor integration
• Monitor workforce metrics (headcount, turnover, engagement) and support leadership with insights and actions
Finance Coordination & Budget Management
• Support development and consolidation of departmental budgets in coordination with Finance and functional leads
• Monitor operating expenses across functions and ensure adherence to approved budgets
• Track financial performance, identify variances, and support corrective actions
• Ensure timely submission of financial data, forecasts, and reports to Group Finance
• Drive financial discipline across departments through structured processes and controls
Procurement & Vendor Management
• Lead coordination of procurement activities across the asset, ensuring alignment with operational timelines
• Work with Group Procurement to source, evaluate, and onboard vendors and service providers
• Oversee vendor lifecycle management, including performance tracking, renewals, and issue resolution
• Ensure compliance with procurement policies, contract terms, and governance requirements
• Support large-scale event procurement needs, including rapid sourcing and mobilization
Legal & Governance Compliance
• Coordinate all legal requirements, including contract reviews, agreements, and regulatory compliance
• Ensure all activities across the asset adhere to governance frameworks and policies
• Identify and mitigate operational, contractual, and compliance risks
• Maintain documentation and audit readiness across all corporate processes
IT & Systems Administration (On-Site Enablement)
• Oversee administration of on-site systems (e.g., HRIS, access control, workforce systems)
• Act as the primary interface with Qiddiya Technology for system support, upgrades, and issue resolution
• Ensure availability and functionality of systems supporting staff and operations
• Support implementation of digital tools to improve operational efficiency
Administration & Office Management
• Lead administrative operations, including documentation, reporting, approvals, and internal processes
• Ensure structured and efficient management of records, communications, and workflows
• Oversee office management, logistics, and internal coordination functions
• Maintain high standards of operational discipline and organizational effectiveness
Cross-Functional & Group Alignment
• Act as the key liaison with support functions (HR, Finance, Procurement, IT, Legal)
• Work closely with Operations, Programming, and Commercial teams to anticipate and support their corporate needs
• Ensure alignment between Group policies and on-ground execution realities
• Facilitate issue resolution across functions and drive cross-functional collaboration
Performance Management & Continuous Improvement
• Define KPIs and service levels for corporate support functions
• Monitor performance and identify improvement opportunities
• Drive process optimization and efficiency initiatives across corporate services
• Ensure scalability of corporate services to support asset growth

Requirements
Required Skills & Competencies
• Strong experience in facilities and asset management
• Knowledge of MEP systems and infrastructure management
• Vendor and contract management capability
• Understanding of asset lifecycle management and maintenance planning
• Ability to coordinate with operational and event requirements
• Problem-solving and technical decision-making skills
Experience Profile
12–15+ years of experience, with strong background in asset, facilities, or infrastructure management
Proven experience managing large-scale assets, venues, or multi-use sites
Strong experience in facilities management, maintenance, and infrastructure operations
Experience overseeing both permanent and temporary infrastructure
Strong understanding of:
o MEP systems
o Utilities management
o Building systems and infrastructure
- Experience of managing technical teams and contractors
Experience supporting:
o Large-scale events or festivals
o High-footfall public environments
Understanding of how assets support event delivery and visitor experience
Experience managing multiple service providers and contractors
Strong understanding of SLAs, performance management, and compliance
Experience leading teams in complex, operational environments
Ability to coordinate across multiple functions and stakeholders
Experience working within structured governance environments
Experience in large-scale destinations, cultural assets, or public venues
Experience in pre-opening or activation phases of assets
