Crowd Management Manager

JASARA PMC is seeking a highly experienced Crowd Management Manager for a major mixed-use real estate project in Makkah. This role is pivotal in ensuring safety and effective crowd management strategies are in place to handle the unique dynamics of a bustling real estate environment. The successful candidate will be responsible for developing and implementing comprehensive crowd management plans that align with the project's objectives, ensuring the mobility and safety of all visitors and stakeholders.

Your expertise will guide the integration of crowd management best practices into the project's operational framework, fostering a secure and orderly environment. This position requires strong leadership skills, the ability to work collaboratively, and a thorough understanding of crowd dynamics, safety regulations, and emergency response protocols.

Key Responsibilities:

• Develop and implement crowd management strategies tailored to the mixed-use project in Makkah.
• Coordinate with local authorities to ensure compliance with safety regulations and crowd management protocols.
• Conduct risk assessments and develop contingency plans for large gatherings and events.
• Oversee crowd control measures during peak times, ensuring the safety and comfort of all individuals in the area.
• Collaborate with security teams to ensure effective emergency response plans and incident management.
• Guide the training and development of staff in crowd management techniques and safety protocols.
• Monitor crowd movements and behaviors to mitigate risks and enhance the visitor experience.
• Maintain records and reports of crowd management activities and incidents for continuous improvement.
• Work closely with event organizers to plan and execute events with high attendance. Requirements

Qualifications and Experience:

• Bachelor's degree in public safety, emergency management, or relevant degree in transport, engineering, or similar fields
• A minimum of 10 years of experience in crowd management or a related role, preferably in large events or mixed-use developments.
• Industry experience in crowd management or pedestrian modelling
• Experience working on crowd‑flow modelling projects
• Experience in tools such as Viswalk, Legion, MassMotion, Pathfinder (or equivalents)
• Ability to review technical documents and modelling outputs
• Ability to extract and consolidate stakeholder requirements
• Ability to prepare structured technical reports and summaries
• Strong coordination with multidisciplinary teams and external consultants
• Strong communication skills for technical and non‑technical audiences
• Strong knowledge of crowd dynamics, safety regulations, and emergency management practices.
• Experience in coordinating with law enforcement and emergency service agencies.
• Proven leadership skills and the ability to manage diverse teams.
• Excellent communication and interpersonal skills, with proficiency in both Arabic and English preferred.
• Ability to make swift decisions in high-pressure environments.
• Strong numerical and analytical skills
• Experience in implementing technology and tools for crowd management is a plus.
