STRATEGIC

• Support the successful execution of district cooling and infrastructure projects in line with project objectives, contractual requirements, and company standards.
• Ensure compliance with RTA, Dubai Municipality, utility authority, consultant, and client requirements.
• Coordinate civil construction activities to achieve project milestones, quality standards, and safety objectives.
• Support project teams in obtaining and maintaining authority approvals related to work within Road Right of Way (ROW) and utility corridors.
• Contribute to project planning, risk mitigation, and resource optimization initiatives.OPERATIONAL

• Supervise day-to-day civil construction activities related to district cooling and underground utility infrastructure projects.
• Monitor excavation, shoring, trenching, pipe laying, backfilling, compaction, road crossings, reinstatement, and associated civil works.
• Ensure works are executed in accordance with approved drawings, specifications, method statements, and project requirements.
• Coordinate site activities with subcontractors, utility agencies, consultants, and project stakeholders.
• Monitor construction progress and report deviations, delays, and technical issues to the Project Manager.
• Verify work quantities and support preparation of progress measurements and reports.
• Supervise construction activities related to underground chilled water distribution networks.
• Monitor installation of pre-insulated chilled water pipes, fittings, valves, chambers, anchor blocks, thrust blocks, and associated civil works.
• Ensure proper execution of pipe bedding, surround materials, backfilling, and reinstatement activities.
• Coordinate hydrotesting, flushing, and pre-commissioning activities with project teams and consultants.
• Ensure compliance with district cooling authority requirements and project specifications.
• Coordinate activities related to RTA permits and approvals for works within Road Right of Way (ROW).
• Support preparation and submission of documents required for RTA NOCs, permits, and approvals.
• Attend RTA interviews and assessments required for Approval to Work in ROW.
• Liaise with RTA inspectors, consultants, and utility authorities during inspections and approvals.
• Ensure compliance with permit conditions, traffic management plans, and authority requirements during project execution.
• Coordinate with Dubai Municipality, DEWA, Etisalat, DU, and other utility authorities as required.
• Ensure construction activities comply with project specifications, approved drawings, and quality standards.
• Participate in inspections, material approvals, and testing activities.
• Coordinate with QA/QC teams for inspection requests, material approvals, and work acceptance.
• Ensure closure of NCRs, observations, and quality-related issues.
• Verify as-built information and support preparation of project close-out documentation.
• Ensure compliance with company HSE procedures, client requirements, and authority regulations.
• Monitor safe excavation, trenching, lifting, confined space, and road work activities.
• Participate in toolbox talks, safety inspections, and incident prevention initiatives.
• Support implementation of traffic management and work zone safety requirements.
• Report unsafe conditions and ensure corrective actions are implemented promptly.
• Monitor construction progress against approved schedules.
• Coordinate manpower, equipment, materials, and subcontractor activities.
• Prepare daily, weekly, and monthly progress reports.
• Track project milestones, work fronts, and construction productivity.
• Support project planning and recovery initiatives when required.
• Maintain site records, inspection reports, work permits, and construction documentation.
• Support preparation of as-built drawings and project handover documentation.
• Assist in obtaining authority clearances and project completion approvals.
• Support project close-out activities and final documentation submission.PEOPLE MANAGEMENT

• Coordinate and supervise site foremen, supervisors, subcontractors, and workforce assigned to project activities.
• Allocate daily work activities and monitor productivity.
• Provide technical guidance and support to junior engineers and site personnel.
• Promote teamwork, communication, and compliance with project procedures.
• Ensure subcontractors adhere to project quality, safety, and schedule requirements.PRODUCT/PROCESS IMPROVEMENT

• Identify opportunities to improve construction methods, productivity, and project execution efficiency.
• Support implementation of best practices in underground utility and district cooling construction.
• Contribute to lessons learned and continuous improvement initiatives.
• Recommend process improvements to enhance safety, quality, and operational performance.
• Support digital reporting and project monitoring initiatives where applicable.ELIGIBILITY CRITERIA

• Bachelor’s degree in civil engineering or Equivalent.
• 4–6 years of experience in civil engineering and infrastructure construction projects.
• Proven experience in underground utility and infrastructure projects within the UAE.
• Experience in district cooling projects and underground chilled water pipe networks is highly preferred.
• Experience working on projects involving RTA permits, road crossings, and ROW requirements.
• Previous RTA Approval to Work in ROW is highly desirable.
• Experience coordinating with consultants, utility authorities, and subcontractors.
• Familiarity with Dubai authority procedures and infrastructure standards.
• RTA Approval to Work in ROW (Preferred).
• Candidate should be willing and eligible to attend and obtain RTA ROW Approval.
• Dubai Municipality approved engineer status (Advantage).
• NEBOSH / IOSH (Preferred).
• Temporary Traffic Management Training (Preferred).
• AutoCAD Training (Preferred).
