Building Permits & Technical Inspection Consultant

Job Purpose:

Provide technical consultancy support to ensure that engineering drawings and building permit applications comply with municipal regulations and requirements, while overseeing the engineering approval process to ensure safe execution and alignment with approved survey plans.

Duties & Responsibilities:

• Review of Survey Plans: Review and verify survey reports submitted with building permit applications to ensure compliance with approved regulatory plans and Geographic Information Systems (GIS).
• Engineering Accreditation: Evaluate license applications from a technical perspective and ensure compliance with the Saudi Building Code and municipality requirements, leveraging expertise in engineering accreditation.
• Coordination with Utility Authorities: Manage coordination processes between engineering offices and government entities (such as electricity, water, and telecommunications providers) to ensure no conflicts between utility routes and building or excavation permits.
• Technical Resolution of Reports and Violations: Analyze and address technical issues related to construction sites through the (940 system) and provide engineering solutions to rectify violations.
• Occupational Health & Safety Supervision: Ensure the implementation of Health, Safety, and Environment (HSE) standards at construction and renovation sites in accordance with local and international regulations.
• Preparation of Technical Reports: Prepare periodic reports on the progress of permit approvals and conduct spatial data analysis for projects using ArcGIS and AutoCAD.Requirements

Required Qualifications and Skills:

• Bachelor's degree in Applied Architectural or Civil Engineering; candidates holding a degree in Business Management with substantial experience in Municipal Regulations are also considered.
• Professional Experience: Minimum of 3–5 years of experience in dealing with municipalities and municipal authorities, preferably with a background in technical supervision, municipal projects, coordination offices, or engineering accreditation. Technical Skills:

• Full proficiency in AutoCAD for modifying and reviewing drawings.
• Advanced skills in using ArcGIS for spatial analysis.
• Ability to use modern surveying equipment (GPS & Total Station) for field verification when required.Regulatory Knowledge:

• Comprehensive knowledge of the “Balady Services” platform, excavation regulations, and the requirements of the Riyadh Municipality.Professional Accreditations:

• Valid membership with the Saudi Council of Engineers.Technical Knowledge:

• Strong understanding of the details and requirements of the Saudi Building Code.Core Competencies:
