Hiring a Quantity Surveyor in Qatar: Market Snapshot

Quantity surveying remains a core construction hire in Qatar even after the World Cup build-out. The pipeline has shifted from stadiums and metro to Lusail's continued development, hospitality and mixed-use schemes, infrastructure maintenance and Qatar National Vision 2030 projects, all of which need rigorous cost management, contract administration and commercial control. Qatar's projects are large, FIDIC-governed and often involve sophisticated international clients and consultants, so commercial QS skills are valued highly.

The candidate pool is predominantly expatriate, drawing on QS talent from the UK, India, the wider Commonwealth and the region, but RICS-chartered commercial QSs with Qatar/GCC mega-project and FIDIC experience are genuinely scarce. Who is hiring? Main contractors, cost consultancies and PQS firms, developers, and the project-management consultancies running Qatar's construction programmes.

Two factors define the calculus, both pushing timelines and offers upward. First, the credential bar is genuinely high: senior commercial roles expect RICS chartership, and certifying technical work frequently requires UPDA/MMUP accreditation - so the qualified pool is far smaller than the raw QS applicant count. Second, Qatar's projects are large, FIDIC-governed and commercially sophisticated, so contract-administration, claims and cost-control depth are screened hard. Candidates who hold both MRICS and current UPDA accreditation, with Qatar/GCC mega-project experience, are scarce and command the upper band; because accreditation adds onboarding lead time, an already-accredited local hire is worth a premium for speed alone.

What It Costs to Hire a Quantity Surveyor in Qatar

Qatar has no personal income tax, so quoted salaries are net to the employee - but the employer carries Qatar ID, insurance and end-of-service costs on top of base pay. Drawing on the MenaJobs Qatar Quantity Surveyor salary data, plan for monthly base salaries roughly as follows:

  • Graduate / junior QS: QAR 7,000 to 11,000 per month.
  • Mid-level / project QS (5 to 10 years): QAR 12,000 to 20,000 per month.
  • Senior / commercial QS: QAR 21,000 to 33,000 per month.
  • Commercial manager / contracts director: QAR 30,000 to 48,000 per month, plus bonus.
  • Housing allowance: commonly QAR 3,000 to 15,000 per month by level, or company-provided accommodation.
  • Transport allowance: QAR 1,500 to 4,000 per month, or a company car at senior levels.
  • Medical insurance: employer-provided, comprehensive cover.
  • End-of-service gratuity: a minimum of three weeks' basic pay per year of service under Qatar Labour Law.
  • Chartership premium: MRICS status typically commands a meaningful pay premium and is often required for senior roles.

All wages must flow through the Wage Protection System (WPS), Qatar's mandatory electronic salary-transfer mechanism, paid in Qatari riyals into a local bank account within seven days of the due date. Persistent WPS non-compliance can freeze new work-permit issuance, so budget for compliant payroll from day one.

Visa, Sponsorship & Qatarisation Rules

To hire an expatriate quantity surveyor you sponsor them on a work residence permit: secure a work-visa quota and Ministry of Labour approval, obtain an entry visa, then complete medical screening, biometrics and the Qatar ID (QID) on arrival. The employer pays for the permit, medicals and residency. Since the 2020 labour reforms dismantled the kafala system, employees no longer need a No-Objection Certificate (NOC) to change jobs, and a non-discriminatory minimum wage of QAR 1,000 per month plus food and housing allowances applies. This mobility reform means QSs can move between Qatari employers after serving notice.

Qatarisation is the rule foreign employers most often under-budget for, and it bears directly on construction. Qatarisation Law No. 12 of 2024 (announced September 2024, effective April 2025) requires private businesses - excluding QatarEnergy and hydrocarbons exploration and production - to prioritise Qatari nationals in recruitment, hiring foreigners only where no qualified Qatari is available, with incentives for compliance and financial penalties for non-compliance; the construction sector was specifically flagged in the law's commentary. Practical takeaway: you can hire an expat QS - the local QS talent pool is small - but you must be able to demonstrate no qualified Qatari was available and document your recruitment process.

Qualifications, Credentials & Licensing

This is the key Qatar-specific dimension for hiring a QS. There are two distinct credential layers. First, the engineering/professional registration: engineers and technical professionals in Qatar who practise and certify work must be registered through the Ministry of Municipality's UPDA (Urban Planning and Development Authority) accreditation - widely known as the MMUP / UPDA engineering licence - which assesses qualifications and experience and is required for many technical roles and for signing off work on projects. Quantity surveyors in technical/certifying capacities are frequently expected to hold or obtain UPDA/MMUP accreditation, and degree attestation (home country plus Qatar Ministry of Foreign Affairs) is required for the work permit and registration.

Second, the professional chartership: RICS (Royal Institution of Chartered Surveyors) MRICS or FRICS status is the real commercial differentiator - often required for senior commercial roles and effectively expected by major developers, consultancies and on government and mega-projects, with RICS maintaining a strong MENA presence. The most valued credentials therefore are: a bachelor's in Quantity Surveying, Construction Management or Civil Engineering (RICS-accredited degree preferred); MRICS/FRICS chartership; UPDA/MMUP accreditation where the role certifies work; FIDIC contracts knowledge; and cost-management software (CostX, Candy/CCS). This dual UPDA + RICS requirement is the sharpest contrast with non-licensed roles in this market such as IT managers, recruiters or executive assistants, which need no registration at all.

Where to Find Quantity Surveyor Candidates in Qatar

QS hiring is specialist and credential-driven, so a blended approach works best:

  • Niche regional job boards such as MenaJobs, which concentrate GCC-based, work-authorised construction candidates and reduce irrelevant-overseas-applicant noise.
  • LinkedIn for sourcing MRICS-chartered QSs with Qatar/GCC mega-project experience.
  • Specialist construction recruitment agencies for senior commercial QS, contracts and confidential mandates; expect a placement fee of a meaningful percentage of annual salary.
  • RICS MENA networks and referrals via professional communities and employee referrals, which yield higher-quality, pre-vetted chartered candidates.

Lead with a job description that states the RICS and UPDA/MMUP expectations, FIDIC experience and project type up front to filter early.

How to Speed Up the Hire

Three factors drive speed: the candidate's notice period, the visa process, and - uniquely for QS - UPDA/MMUP accreditation. Under Qatar Labour Law probation is up to six months and post-probation notice is typically one to two months. Since the 2020 reforms removed the NOC requirement, QSs can transfer between Qatari employers after serving notice. The UPDA/MMUP accreditation step can add lead time for a fresh overseas hire who is not yet registered, so prioritising candidates who already hold UPDA accreditation (and MRICS) materially compresses the timeline.

For visa timing, candidates already inside Qatar who can transfer their QID sponsorship are fastest to onboard; a fresh overseas hire adds entry-permit, medical, biometric and QID steps plus, potentially, UPDA processing. To compress the cycle: prioritise Qatar-based, UPDA-accredited, RICS-chartered applicants; set a clear probation period; prepare WPS-compliant payroll before the start date; and start any UPDA/MMUP and degree-attestation steps as early as possible.

A final planning point unique to QS hiring in Qatar: because both RICS chartership and UPDA/MMUP accreditation gate senior and certifying roles, the single biggest lever on speed is hiring a candidate who already holds both - an unaccredited overseas QS can add weeks to the timeline while accreditation and degree attestation are processed. Where that is unavoidable, build the UPDA application and MOFA attestation into a parallel workstream from the day the offer is accepted, and price the resulting delay into your project staffing plan. Verifying FIDIC claims experience and cost-software proficiency with a short practical exercise, rather than relying on the CV, further protects a high-cost commercial hire.

Sample Quantity Surveyor Job Posting That Converts (Qatar)

Job title: Senior Quantity Surveyor - Doha, Qatar

About the role: A [main contractor / cost consultancy / developer] in Doha seeks a Quantity Surveyor to own cost management, contract administration and commercial control on [project type]. You will report to the Commercial Manager and manage budgets, valuations, variations and claims under FIDIC.

Key responsibilities:

  • Prepare cost estimates, BOQs, valuations and final accounts.
  • Administer FIDIC contracts, variations, claims and subcontract packages.
  • Manage commercial risk, cash flow and cost reporting.
  • Liaise with consultants, clients and subcontractors.

Requirements: Bachelor's in Quantity Surveying / Construction Management / Civil Engineering (RICS-accredited preferred); MRICS strongly preferred (or APC progress); UPDA/MMUP accreditation where certifying work; FIDIC contract experience; CostX/Candy proficiency; Qatar/GCC project experience. Tip: state the salary band, the MRICS/UPDA expectation and the FIDIC and QID requirements in the post itself - it sharply cuts unqualified applications.

Quantity Surveyor Screening Checklist

  • Work authorisation: Current Qatar QID, transferable status (no NOC needed post-2020), or an overseas candidate you will sponsor.
  • UPDA/MMUP accreditation: Confirm whether the candidate holds (or can obtain) UPDA/MMUP registration for certifying roles - a real timeline factor.
  • RICS chartership: Verify MRICS/FRICS status (or APC progress) against RICS, not just claimed.
  • FIDIC experience: Demonstrable FIDIC contract administration, variations and claims.
  • Project fit: Relevant Qatar/GCC mega-project, high-rise or infrastructure experience; developer vs contractor side.
  • Software: Confirmed CostX, Candy/CCS or equivalent cost-management software.
  • Degree attestation: Check whether the degree is attested (home country + Qatar MOFA) for work permit and registration.
  • Notice period & references: Confirm notice (typically 30-60 days) and verify last two employers and project scope.

Frequently Asked Questions

Can I hire an expat Quantity Surveyor or must I hire a Qatari?
You can hire an expatriate QS - the local QS talent pool is small and the profession is predominantly expat. However, Qatarisation Law No. 12 of 2024 requires private businesses to prioritise Qatari nationals where qualified ones are available, with penalties for non-compliance, and construction was specifically flagged. You must be able to demonstrate no qualified Qatari was available and document your recruitment process.
What does a Quantity Surveyor cost fully loaded in Qatar?
Beyond base salary (roughly QAR 7,000-11,000 graduate, QAR 12,000-20,000 mid-level/project QS and QAR 21,000-33,000+ senior commercial QS per month, all tax-free), budget for housing allowance (QAR 3,000-15,000/month), transport, medical insurance, annual flights and end-of-service gratuity. MRICS chartership commands a meaningful premium and is often required at senior level.
Does a Quantity Surveyor need a licence to work in Qatar?
There are two credential layers. For technical/certifying work, QSs are frequently expected to hold UPDA/MMUP accreditation through the Ministry of Municipality (the engineering registration that assesses qualifications and experience). Separately, RICS chartership (MRICS/FRICS) is the commercial differentiator, often required for senior roles by developers, consultancies and on government/mega-projects. This dual UPDA + RICS requirement contrasts sharply with non-licensed roles like IT managers or recruiters.
What is the Qatar ID (QID) and how does sponsorship work?
The Qatar ID (QID) is the residence permit every expatriate worker holds, issued after the employer secures a work-visa quota and Ministry of Labour approval and the worker completes medical screening and biometrics. The employer sponsors and pays for the permit, plus any degree attestation needed for UPDA registration. Salaries must be paid through the Wage Protection System (WPS) in Qatari riyals into a local account.
Can a Quantity Surveyor change jobs without their employer's permission?
Yes. Since Qatar's 2020 labour reforms dismantled the kafala system, employees no longer need a No-Objection Certificate (NOC) to switch employers - they can move after serving their notice period. This improves mobility for candidates but means your offer competes in a more open market, so move quickly on strong chartered QSs.
How long does it take to hire and onboard a Quantity Surveyor in Qatar?
Allow for the candidate's notice period (typically 30-60 days; probation up to six months), the visa process, and - uniquely for QS - UPDA/MMUP accreditation, which can add lead time for an unregistered overseas hire. A Qatar-based, UPDA-accredited, MRICS-chartered candidate who can transfer their QID is by far the fastest. End to end, most QS hires complete in about 5 to 10 weeks once an offer is accepted, longer if UPDA processing is needed.
